OF THE
CITY OF PADUCAH HISTORIC AND ARCHITECTURAL REVIEW COMMISSION
HELD April 13th, 2025
Pursuant to notice, a meeting of the City of Paducah Historic and Architectural Review
Commission was held on Monday, April 13th at City Hall, 300 South 5th Street, Paducah, Kentucky
42003. The following committee members were present: Chad Clark, Alexis Marrs, Amanda
Johnson, and Jana Dawson. Others present were Wes Banks, and Carol Gault from the City of
Paducah Planning Department and Glenn D. Denton, H.A.R.C attorney. Guests present were Robert
Vaughn, Michele Joseff, Ted and Julia Lubis, Mark and Gretchen Thompson, Michael Simpson, David
Guess, Nathan Cross, Richard Mathing, Craig and Stephanie Felker.
ITEM 1: Mr. Banks called the meeting to order at 5:30pm. A roll call was conducted with Mr. Clark, Mrs.
Marrs, Mrs. Johnson, and Ms. Dawson present and a quorum established.
ITEM 2: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all
present, the following was adopted:
MOVED: That the minutes of the meeting held on August December 8th, 2025 be approved as
presented.
ITEM 3: USE2026-0001 – 501 Harahan Blvd
Mr. Banks presented the staff report on the Conditional use permit for 501 Harahan Blvd. He
concluded with Planning Staff’s recommendation of approval for the Conditional use permit. At the
closing of the staff report Mr. Banks then recommended opening the public hearing for discussion on
the case.
ITEM 4: Upon motion made by Ms. Dawson, seconded by Mrs. Marrs, and unanimously carried by all
present the following was adopted:
MOVED: I move that the Public Hearing for USE2026-0001 now be opened.
Public Hearing and Comment
No public comments were made.
ITEM 5: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of USE2026-0001 now be closed.
ITEM 5: Upon motion by Mr. Clark, seconded by Mrs. Johnson, and unanimously carried by all present
the following was adopted:
MOVED: I move that this Commission approve the conditional use permit at 501 Harahan Blvd.
ITEM 6: COA2026-0001 – 1611 Monroe St
Mr. Banks presented the staff report and he concluded with Planning Staff’s recommendation of
approval for this Certificate of appropriateness. The request is for New siding, new decking, screened in
front and back porch, and to repair carport.
ITEM 7: Upon motion made by Mr. Clark, seconded by Mrs. Marrs, and unanimously carried by all present
the following was adopted:
MOVED: I move that the public hearing for COA2026-0001 now be opened
Public Hearing and Comment
Mr. Thompson gives a brief scope of the project and shares all the issues to be addressed.
ITEM 8: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0001 now be closed.
ITEM 9: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all
present, the following was adopted:
MOVED: I move that this commission approve the certificate of request for Mark Thmopson at
1611 Monroe St.
ITEM 10: COA2026-0003 – 908 Jefferson St
Mr. Banks presented the Staff Report for the Certificate of Appropriateness request at 908
Jefferson St. He concluded by recommending approval of the request. The request is for new windows.
ITEM 11: Upon motion made by Mr. Clark, Seconded by Mrs. Johnson, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0003 now be opened.
Public Hearing and Comment
Mr. Guess opens by saying he has brought different window samples and shows the commission
the samples. He mentions that some of the neighbors have vinyl windows and some have double hung
wood-clad windows. Mr. Simpson mentions that double hung windows look better, cut down noise, and
require less maintenance. Mr. Mathis tells the commission about the 1997 Fisher house. Mr. Guess says
that property has been empty for 14 years and would like to get it back to looking good. The commission
agrees on Anderson composite 100 series windows with exterior muntin’s to match the original.
ITEM 12: Upon motion made by Mr. Clark, seconded by Mrs. Marrs and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0003 now be closed.
ITEM 13: Upon motion made by Mr. Clark, Seconded by Mrs. Johnson, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the commission approve the Certificate of Appropriateness request of David
Guess for new windows (Anderson composite 100 series windows with exterior muntin’s to match the
original) at 908 Jefferson St.
ITEM 14: COA2026-0004 – 218 N 5th St
Mr. Banks presented the staff report for the Certificate of Appropriateness request at 218 N 5th
St. He mentions there is a variance for this request and recommends denial on the certificate of
appropriateness. The request is for a new fence.
ITEM 15: Upon motion made by Mrs. Johnson, Seconded by Mr. Clark, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0004 now be opened.
Mr. Banks notes the request is for a 6-foot fence around the building. The following request will
be a variance of this same request that is appropriate.
ITEM 16: Upon motion made by Mr. Clark, Seconded by Mrs. Marrs, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0004 now be closed.
ITEM 17: Upon motion made by Mrs. Johnson, Seconded by Mrs. Marrs, and unanimously carried by all
present, the following was adopted:
MOVED: I move that this commission deny the Certificate of Appropriateness request for a new
fence at 218 N 5th St.
ITEM 18: VAR2026-0006 – 218 N 5th St
Mr. Banks presented the staff report for the variance request at 218 N 5th St.
ITEM 19: Upon motion made by Mrs. Johnson, Seconded by Mr. Clark, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of VAR2026-0006 now be opened.
ITEM 20: Upon motion made by Mr. Clark, Seconded by Mrs. Marrs, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of VAR2026-0006 now be closed.
ITEM 21: Upon motion made by Mr. Clark, Seconded by Mrs. Marrs, and unanimously carried by all
present, the following was adopted:
MOVED: I move that this commission approve the variance request for a new fence at 218 N 5th
St. The fence is to be 4 foot high across the front with a sightline chamfer on the corner, then it can
transition to 6 foot tall across the sides and back of building.
ITEM 22: COA2026-0005 – 420 N 7th St
Mr. Banks presented the staff report for the Certificate of Appropriateness request at 420 N 7th
St. The request is for a new fence.
ITEM 23: Upon motion made by Mrs. Johnson, Seconded by Mr. Clark, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0005 now be opened.
Stephanie Felker comments and says that the fence will be a 6-foot privacy fence around the sides
on back of the property. It will be cedar finished and used to keep the dogs in the backyard.
ITEM 24: Upon motion made by Mr. Clark, Seconded by Mrs. Marrs, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0005 now be closed.
ITEM 25: Upon motion made by Mrs. Johnson, Seconded by Mrs. Dawson, and unanimously carried by all
present, the following was adopted:
MOVED: I move that this commission approve the Certificate of Appropriateness request for new
paint at 20 N 7th St.
ITEM 26: COA2026-0006 – 725 Madison St
Mr. Banks presented the staff report for the Certificate of Appropriateness request at 25 Madison
St. the request is for new black paint on the trim and front porch area of the house.
ITEM 27: Upon motion made by Mrs. Johnson, Seconded by Mr. Clark, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0006 now be opened.
Mrs. Johnson notes that she can think of multiple examples of red brick with black paint in the
historic district.
ITEM 28: Upon motion made by Mr. Clark, Seconded by Mrs. Marrs, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0006 now be closed.
ITEM 29: Upon motion made by Mrs. Johnson, Seconded by Mrs. Dawson, and unanimously carried by all
present, the following was adopted:
MOVED: I move that this commission approve the Certificate of Appropriateness request for a
new paint at 725 Madison St.
ITEM 30: COA2026-0007 – 830 Jefferson St.
Mr. Banks presented the staff report for the Certificate of Appropriateness request at 830
Jefferson St. The request is for new siding, new paint, replaced porch columns, and a new HVAC unit.
ITEM 31: Upon motion made by Mrs. Johnson, Seconded by Mr. Clark, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0007 now be opened.
Mr. Vaughn notes that the new siding will be wooden Dutch lap siding. The colors of the paint will
match the original color and selected from a historical paint palate. The front porch columns will match
the original decorative molding.
ITEM 32: Upon motion made by Mrs. Marrs, Seconded by Mr. Clark, and unanimously carried by all
present, the following was adopted:
MOVED: I move that the public hearing of COA2026-0007 now be closed.
ITEM 33: Upon motion made by Mrs. Marrs, Seconded by Mr. Clark, and unanimously carried by all
present, the following was adopted:
MOVED: I move that this commission approve the Certificate of Appropriateness request for 830
Jefferson St.
Adjournment
Attorney Glenn Denton then stated that a final motion must be made for the meeting to be adjourned.
ITEM 34: Upon motion by Mrs. Marrs, seconded by Mrs. Johnson, and unanimously carried by all present
the following was adopted:
MOVED: I move that this meeting is adjourned.
