Call to Order and Roll Call At 3:31pm on July 8, 2025, a special called meeting of the Board of Directors of the Barkley Regional Airport Authority was called to order by Emily Roark, Chair of the Board. The meeting was held in person at the airport terminal after being properly advertised and noticed. A quorum of Directors was present throughout the meeting for the purpose of conducting business, either in person or over Microsoft Teams (as noted below). Directors in Attendance: Jason Crockett; George Cumbee; Marshall Davis; Lanie Fearon; Kevin Kauffeld; Dan Knowles; Kelly Scruggs; Jeff James (via Teams); Dann Patterson (via Teams); and Emily Roark. Directors Absent: None Others in Attendance: Executive Director, Dennis Rouleau; Carol Creason; Luci Aguilera; Kat Byers; David Riley, Secretary and Board Attorney; McCracken County Judge/Executive Craig Clymer; Paducah Mayor George Bray; Paducah City Commissioner Sandra Wilson; and Luke Schmidt, Air Service Development Consultant. II. Executive Session – KRS 61.810(1)(g) Chair Roark made a motion to enter executive session pursuant to KRA 61.810(1)(g) and for the speciﬁc reason announced at the meeting. The motion was seconded by Director Crockett and passed by unanimous voice acclamation without opposition. The Board entered executive session at 3:33pm. Chair Roark made a motion to exit executive session. The motion was seconded by Director Knowles and passed by unanimous voice acclamation without opposition. The Board exited executive session at 4:32pm. No ﬁnal agency action was taken within the executive session. III. New Business A. Recommendation to the U.S. Department of Transportation for Essential Air Service Carrier for Air Service to the Barkley Regional Airport. Director Crokett made a motion that the Board recommend for the U.S. Department of Transportation to enter into an agreement with Skywest and award Skywest a contract and agreement to serve as the essential air service carrier at Barkley Regional Airport beginning on December 1, 2025. Director Crockett added to that motion that the recommendation is for Skywest to be awarded the contract and agreement for a four-year period and for Skywest to provide service to Chicago O’Hare (ORD) and Huston George Bush Intercontinental Airport (IAH). The motion was seconded by Director Scruggs and passed by unanimous voice acclamation without opposition.
