Minutes
The Building and Electrical Codes Appeals Board was held on Thursday, December 5, 2024, in the
Commission Chambers in City Hall. In attendance were Paul King, Rick Windhorst, Greg Croft, Chad
Beyer, Kerry Fulcher, Jason Hickey, Chris Black with Ray Black and Son, Patrick Carver and Hector
Rojas with Beltline Electric, Ryan Samsil with Crown Electric, Jarrad Shadowan and Beau Barrett
with LB.E.W., Kip Denkins and Tracy Kenson with Story Electric, Josh Kowalczik with A & K, Mike
Lawson with M. P. Lawson, Tony Bevil with D. C. Electric, Cory Riley with Jay's Electric, Brad Story
with GCC Engineering, Baccus Oliver Marcum Engineering and B.F.W.,Vaughn Hugen, Jeff Prescott,
Greg Cherry, Steve Kyle, April Tinsman, Kristen Krueger, and Janet Dicke.

III. Approve Minutes
The minutes were read and approved. Motion made by Chad Beyer and seconded by Jason
Hickey. Motion carried.
Update: Mora Mi Apartments — Electrical Upgrades
Tony Gray, Electrical Design Manager with Marcum Engineering — "we are complete with the
design and awaiting payment from Raphy before we issue stamped and signed documents. I'll
copy you on the documents when we send them out and return the existing drawings we
borrowed." Per email dated December 5, 2024 attached.
IV. Discussion of Reviewing Electrical Plans
This was a very lengthy, in depth conversation regarding electrical plan review for commercial
buildings. It was the consensus by the attending contractors the City should offer the volunteer
electrical plan review. Upon submission of construction documents the electrical inspector will
review the documents for NEC compliance. If any discrepancy with the code is observed the
by electrical inspector he will prepare a question or correction list for the designer of the plans
for a rebuttal and/or to resubmit plans with corrections. The purpose of the plan review would
be to advert or reduce the changes of code violations being performed in the field. Which
would reduce the cost to the owner for the stoppage to the project and to reconfigure the design
for the project.
The Board stated they would like more information from the City Attorney, Kristen Krueger on
the legal aspects of electrical plan review then return in January.
V. Brief discussion on raising permit fees.
