Kyle, Fire Chief Building and Electrical Codes Appeals Board Minutes — January 21, 2025 Chief/Fire Marshal The Building and Electrical Codes Appeals Board was held on Tuesday, January 21, 2025, in the Commission Chambers in City Hall. In attendance were Paul King, Rick Windhorst, Greg Croft, Chad Beyer, Kerry Fulcher, Jason Hickey, Greg Cherry, Steve Kyle, April Tinsman, Kristen Krueger, and Janet Dicke. I. The meeting was called to Order by Paul King, Chairman. II. Roll Call Paul King Rick Windhorst Greg Croft Chad Beyer Kerry Fulcher Jason Hickey Absent: Jimmy Evans III. Approve Minutes The minutes were read and approved. Motion made by Chad Beyer and seconded by Jason Hickey. Motion carried IV. Mora Mi Apartments — Electrical Upgrades — Project Moving Forward V. Findings of the Legal Aspects of Electrical Plan Review — Kristen Krueger There's no clear law which indicates the electrical plan review is a critical review verses documents stamped by professionals. VI. Final Discussion on Electrical Plan Reviews — Kristen Krueger Her Findings on the Board Making Recommendations. Per the Ordinance it doesn't say if you can or can't make a recommendation. As a Board it is in the Board's purview (a group of professionals) to make a recommendation. The Board directed Kristen Krueger to draft up a proposal consistent with Board discussion as to electrical plan reviews. Krueger also directed to seek guidance from State or Attorney General's office. The Board will vote on a proposed recommendation at the next meeting, with the understanding that in the interim, the City will seek clarification from Frankfort as to the meaning of construction documents and whether electrical plan review is a critical review. VII. Adjourn —Motion made by Rick Windhorst and seconded by Paul King. Motion carried.
