Minutes of November 10th, 2025, Meeting
City Hall, Paducah, Kentucky
Commissioners Meeting Room
I. MEETING DETAILS
The Civic Beautification Board members met on Monday, November 1011, 2025, at
12:OOpm. The meeting was held at City Hall, 300 S. 5th St, Paducah, KY 42003.
II. ATTENDEES
In attendance were Denny Roof (Treasurer), Mary Dossett (Secretary), Jill Durham
(HOM), Misty Freeman (Social Media), Karen Patter (New Member), Fowler Black
(Tourism), Paul Grumley, Tim Story, Kathy McHaney, Michele Murphy, Mark Anderson,
and Pam Spencer (City Rep). Board members not in attendance were Kathy
Montgomery (Chairman), Staci Drake (Co -Chairman), Kay Cochran (Cor. Secretary),
Wayne Armbruster, and Storm Wilson.
III. CALL TO ORDER
Denny called the meeting to order at 12:OOpm at City Hall with the pledge of allegiance
and reminded members to silence their phones.
The October minutes will be emailed to board members.
Treasurer:
Denny stated that we have a balance of $7,229.56.
Corresponding Secretary:
No report.
IV. OLD BUSINESS
New Member:
Pam said it will be $100 per chair member and $75 per board member. This will be voted
on at the next city commission meeting. There was discussion on if we need to have a
reduction in board members. Karen mentioned when this is decided on, then we will
see if we need to look at adding new members.
House of the Month:
Jill presented the house of the month. The owners are Andres and Yennifer Villarreal.
The house is located at 105 Kennedy Road. A photo of the home was passed around.
Dogwood Trees:
Tim said we have had a very dry fall. The dogwood trees that receive too much sun are
usually more stressed. There were six planted at Keller Park and they are doing okay.
When dogwoods are planted under an oak canopy, they tend to do better. Overall, the
dogwood trees are doing okay.
Social Media/Citizen Spotlight:
Misty said we have 7,735 views in the last 28 days and 821 followers currently. She
plans to make a Thanksgiving post and a dogwood trait post closer to time. There was
discussion on making a post about mulching your plants to protect them from the
winterweather.
Paducah Alliance of Neighborhoods (PAN):
No report.
Tourism:
Fowler mentioned that the trail will be shorter this year. The sign counts have been
turned in. CBB & Tourism will split the cost of the map printing for 2025 Dogwood with
tourism being the primary contact and liaison with the print vendor. There was
discussion on where to distribute the map and possibly adding a QR code.
Welcome to Paducah Signs:
No report.
Whitehaven Playground;
Mark is looking at options on the construction of the playground and the legal aspects.
He mentioned that it would have to be inspected by the city.
Business Awards:
Mark is going to send an example of a past award to the board members. Paul
presented what the 2026 business award will, look like. He passed around the frame. Jill
will take the awards to the banquet and will remind the business owners of the date.
Paul said he will turn in his receipts for the frames.
Dogwood Trail:
The map is almost finalized. Jill and Staci will get together aboutthe map when she is
back in town.
V. NEW BUSINESS
Open Discussion:
There will be no meeting in December.
VI. ADJOURNMENT
Move to adjourn was made by Denny at 12:36pm. Next meeting will be January 1211,
2026, at City Hall.
