Paducah City Hall Commission Chambers Attendees: Vice-Chair Joe Benberry, Jim Chapman, Leslie Heath, Gayle Kaler, Allan Rhodes, Chairman Bob Wade Absent: Trey Griffin Staff: Carol Gault, Planning Director; Honorable Counsel Glenn Denton; Joshua P. Fowler-Sommer, Planner III Guests: Jason Goins, Jeff Canter Chairman Wade called the regular meeting of the Paducah Planning Commission to order at 5:30 PM. The Pledge of Allegiance was recited. The roll was taken. Commissioner Kaler offered: I move that the reading of the minutes for October 6, 2025 be waived and that the minutes of said meeting, as prepared by staff, be approved as written. Commissioner Rhodes seconded. No corrections were requested. Chairman Wade called for the vote. 6 Ayes (Benberry, Chapman, Heath, Kaler, Rhodes, Wade), 0 Nays URCDA New Petitions Planning Commission Continued Petitions Planning Commission New Petitions Case # ZON2025-0004 2706, 2728 & 2730 Clark Street Mr. Fowler-Sommer presented the staff report. He stated the intent of the rezoning is to expand the existing dentist office by 5,500 square feet. The site is adjacent to the B-3 Zone on the west. No residents would be affected. Mr. Fowler-Sommer stated the Future Land Use Map shows the parcel to be Neighborhood Conservation. However, due to various reasons reflected in the motion, the existing zone is inappropriate for the lot and the B-3 Zone would be appropriate. Traffic counts were mentioned. This area of Paducah is transitional in nature. Vice-Chair Benberry offered: I move that this Commission open the Public Hearing for case ZON2025-0004 pertaining to 2706, 2728 & 2730 Clark Street. Commissioner Chapman seconded. He stated the dental office is growing. The property owner already owns the three lots in questions. A concept for the layout was provided. Screening was shown along the east property line. Hearing no further public comment, Chairman Wade asked the motion to close the public hearing be read. Vice-Chair Benberry offered: I move that this Commission close the Public Hearing for case ZON2025-0005 pertaining to 2706, 2728 & 2730 Clark Street. Commissioner Rhodes seconded. Chairman Wade asked all in favor? 6 Ayes (Benberry, Chapman, Heath, Kaler, Rhodes, Wade), 0 Nays Commissioner Rhodes offered: I move that this Commission recommend approval to the Board of Commissioners and adopt a resolution recommending approval thereof of the requested map amendment from R-2 Low & Medium Density Residential Zone to B-3 General Business Zone for property located at 2706, 2728 and 2730 Clark Street. I further move this Commission adopt the following findings of fact in support of said recommendation: 1. The existing R-2 Zone is inappropriate for this lot. 2. South 28th Street, a minor arterial, would form the western boundary of the site. 3. The site is adjacent to the B-3 Zone on the west; therefore, spot zoning is negated. 4. The site is intended to provide additional area for a dental office expansion. 5. The requirement to change the zone classification as outlined in KRS 100.213 (a) has been met. 6. This general area of Paducah is mixed-use and transitional in nature. 7. The traffic counts were 8,893 vehicles a day in 2024 on South 28th Street. 8. The South 28th Street spine from the parking lot of Baptist Health serves several existing medical uses. 9. The church building and associated parking across Clark Street extend further east than the medical office expansion would. 10. There is no impact to existing residents as the single-family home and two lots are vacant. 11. Landscaping would be required between the medical office expansion and the single-family home to the east, pursuant to the City of Paducah Zoning Ordinance. 12. South 28th Street is a major north-south connector, linking Jackson Street to Park Avenue. Therefore, the site is easily accessible from all of Paducah without disruption to the residential neighborhood. Commissioner Kaler seconded. Chairman Wade asked if any of the Commissioners had any questions or comments. Mr. Goins stated it would not be closed. Commissioner Rhodes asked if pine trees could be planted along Clark Street. Mr. Jeff Canter stated landscaping would be provided, but it may not include pine trees as they can block the view shed. He stated he believed the property owner would be amenable to some trees. Hearing no further questions, Chairman Wade called for the vote. 6 Ayes (Benberry, Chapman, Heath, Kaler, Rhodes, Wade), 0 Nays Other Business Adjournment The meeting was adjourned at 5:43 PM.
