MINUTES OF THE PADUCAH PLANNING COMMISSION/
URCDA
NOVEMBER 19, 2024 4:00 P.M.
McCracken County Emergency Management Complex

Attendees: Joe Benberry, Trey Griffin, Gayle Kaler, Vice-Chair David Morrison, Allan Rhodes,
Chairman Bob Wade
Absent: Micky Carman Staff: Carol Gault, Planning Director; Joshua P. Sommer, Planner III; Paul Bradford, Legal Counsel Guests: The McCracken County Planning Commission, Honorable Counsel David Riley,
McCracken County staff Greg Cannon, McCracken County staff Steve Ervin, WPSD,
additional reporter, Gary Mitchell with Kendig Keast. Chairman Wade called the called meeting of the Paducah Planning Commission/ URCDA to order at 4:15 PM after the McCracken County Planning Commission acted upon some of their agenda items.
The roll was taken.

Vice-Chair Morrison offered:
I move to open the public hearing for the joint City of Paducah/McCracken County Comprehensive Plan
that was advertised for November 19, 2024.
Commissioner Kaler seconded.
Chairman Wade called for the vote.
6 Ayes (Benberry, Griffin, Kaler, Morrison, Rhodes, Wade), 0 Nays
Mr. Gary Mitchell with Kendig Keast Collaborative made a presentation before both Planning Commissions. He covered housing, parks and other major facets of the plan. The McCracken County Chair, Mr. Wayne Elliott, stated he felt the more rural areas of McCracken County were essentially under represented in the plan.
Commissioner Kaler offered:

I move to approve the proposed joint City of Paducah/McCracken County Comprehensive Plan and
refer it to the City of Paducah Board of Commissioners for approval as presented or with no major
substantive changes.
Commissioner Benberry seconded.
Chairman Wade called for the vote.
6 Ayes (Benberry, Griffin, Kaler, Morrison, Rhodes, Wade), 0 Nays
Commissioner Benberry offered:
I move to close the public hearing for the joint City of Paducah/McCracken County Comprehensive
Plan that was advertised for November 19, 2024.
Commissioner Rhodes seconded.
Chairman Wade called for the vote.
6 Ayes (Benberry, Griffin, Kaler, Morrison, Rhodes, Wade), 0 Nays
The McCracken County Planning Commission also forwarded a unanimous favorable recommendation to the Fiscal Court.
Adjournment
Chairman Wade adjourned the City of Paducah Planning Commission at 4:39 PM. The McCracken
County Planning Commission continued with additional business.
