Meeting called to order by Chair Commissioner Robert Hernandez at 5:00 p.m.
Roll Call by Specialist Johnson at 5:01 p.m.

August 21, 2025, Meeting Minutes Motion for Approval by Commissioner Irhonda
Lovelace with a second approval by Commissioner Charles Gurley and unanimously
approved.
Formal introduction of Commissioner Rachel Robinson by Chair Commissioner Robert
Hernandez at 5:04 p.m.
Parade participation review - Commissioners discussed participation in 2026 that
would possibly include a float and/or decorated vehicle representing the PHRC.
There was a motion from Commissioner Charles Gurley for the purchase of gift cards
from Doe’s or Max’s for the maximum dollar value permissible to give to Jimmy
Allen, owner of Allen Auto Sales. Mr. Allen provided the use of a vehicle to the PHRC
for the parade. There was a second motion by Commissioner Irhonda Lovelace. This
motion was unanimously approved. Commissioner Yates was asked to send an email
to Specialist Johnson to follow through with this request.
Strategic Planning Meeting review – Commissioners agreed that meeting produced
good results. Per Specialist Johnson, she will provide the Meeting Minutes from this
meeting at our September 2025, PHRC meeting.
School Presentation update (Commissioner Kimberly Yates) – Commissioner Yates
met with Hands of Hope/Road to Excellence Board on August 21, 2025, at Paducah
Tilghman High School regarding the PHRC speaking to students at the high school.
Principal Deatrick Kinney asked Commissioner Yates to follow up with him on
dates/times and what type of presentation the PHRC wants to give. Commissioner
Yates will provide additional updates as they are confirmed.

Fairness & Justice Event update (Commissioner Anthony Walton) – No update on this
event as Commissioner Walton was not present.
Fair Housing Event (Commissioner Charley Gurley) – Commissioner Gurley confirmed
that he will reach out to the Event Scheduler at Robert Cherry Civic Center to secure
a date for this event and report back at the September 2025 PHRC meeting.
Paducah Pride Event update (Commissioner Irhonda Lovelace) – Commissioner
Lovelace confirmed that June 1 – June 30, 2026, is Pride Month. She stated that she
will reach out to Rafiel Banks Nailing, a coordinator for this event, for more details
and information.
Hispanic Heritage Celebration Event update – Specialist Johnson provided the
commissioners with information passed along to her from Myrna Redfield, a
coordinator for the Hispanic Heritage Celebration. There is currently no date set for
this event. Commissioners requested that Specialist Johnson pass along Chair
Hernandez’ contact information to Ms. Redfield so that she can provide the board
with a date/details of the event as it progresses. The commissioners agreed that the
PHRC would discuss setting up a table at this event depending on date/time of the
event. The board will revisit this event as more information is provided.
Juneteenth Event update (Commissioner Jana Dawson) – No update on this event as
Commissioner Dawson was not present.
PHRC Video presentation/marketing update (Commissioner Charles Gurley) –
Commissioner Gurley shared the PHRC video with the United Way. They, in turn,
presented the video as part of their executive meeting. Commissioner Gurley will
report any updates at the next PHRC meeting. He stated that he is currently working
with Cinemark Theatre to run the PHRC video at the theatre and plans to reach out
to Maiden Alley Cinema as well with the same request. There was a discussion to
show the PHRC video at the August 26, 2025, Commissioner’s Meeting if approved
and Commissioner Gurley is available to make the presentation.
