Greg Cherry, Deputy Chief/Fire Marshal gcherry@paducahky.gov/270-444-8522 CODE ENFORCEMENT BOARD MEETING MINUTES FEBRUARY 13, 2023 The Code Enforcement Board Meeting was held on Monday, February 13, 2023 at 4:00 p.m. in City Hall. In attendance were Melinda Winchester, Tim Meadows, George Goodman, Allan Rhodes, Richard McLaren, Kristen Worak, Steve Utz, Matt Willett, Chris Jones, David Jones, Greg Cherry and Janet Dicke. Absent: Beverly McKinley and Ines Hutchins The meeting was called to Order by Melinda Winchester and seconded by Allan Rhodes. The previous meeting minutes December 12th, 2022 were read and unanimously approved by the Board. Properties Discussed: 1. 621 Campbell St. – George Goodman 90% of the Condemnation Notice will be completed and the yard will be cleaned up by the Board meeting April 15, 2023. 2. 1647 Jefferson St. – Richard McLaren There was a site visit for fact finding only which included Allan Rhodes, Tim Meadows, Melinda Winchester, Richard McLaren, Janet Dicke, Steve Utz, and Greg Cherry. Areas observed was the basement all the way to the attic. In the meeting the concerns were the jacks in the basement, the masonry and the wood. Melinda Winchester made the motion for Mr. McLaren to obtain a structural engineer (a list provided to Richard McLaren February 14, 2023 – Gardner Engineering, BFW and Kevin Perry) Tim Meadows, 2nd and then all agreed. At the next CE Board Meeting March 13th, 2023 have the report submitted to the Board. If the CE Board does not have the structural report from Richard McLaren, the City will hire a structural engineer to assess 1647 Jefferson Street and that report will be presented to the Board on April 15th. For the cost of the report, a lien will be place on the property and foreclosure proceedings initiated. 3. 1320 and 1322 N 14th St. – James Loe III Abatement for the yard, leave it alone for now. Matt Willett advised he must drive by very quickly to avoid confrontation from the hollering to verbal threats not only from the drive bys in his city vehicle but also on the telephone here in the office. Allegedly Mr. Loe has made threats against other City employees at the Parks Department. Motion Page 2 made from Melinda Winchester and 2nd by Allan Rhodes to table this for 6 months. All on the Board agreed. 4. 1510 N 10th St. – Betty McElroy At this time hold off on the abatement. Melinda Winchester made the motion and 2nd by Allan Rhodes and the Board all agreed to refer this case to the County Attorney. Betty McElroy owner of this property is bedridden in the house. It’s the son and caregiver that brings in all of the rubbish. Meeting adjourned.
