CODE ENFORCEMENT BOARD MEETING
MINUTES
OCTOBER 29, 2025
The Code Enforcement Board Meeting was held on Wednesday, October 29th, 2025 at 4:00 p.m.
on the 2nd floor of City Hall. In attendance were Vincent Wiley, Tanashea and Paul Bell, Mark
Lumbley and partner, Carol Gault, Tara Sawvel, Jennifer Swanson, Matt Turley, Jewel Jones,
Kristen Krueger, Steve Utz, Greg Cherry, April Pittman and Janet Dicke.
Absent: John Spurlin
The meeting was called to Order by Jewel Jones and seconded by Tara Sawyel. Motion carried.
Jennifer Swanson introduced her self as a new Board member.
The minutes for June 16th, 2025 were read and approved. Motion made by Tara Sawyel and
seconded by Jewel Jones. Motion carried.
Properties Discussed:
1. Various Properties – Vincent Wiley
Vincent Wiley appeared to speak.
Mr. Wiley said 812 Bachman Street will be demolished the first quarter of 2026. Discussion
to uphold violations and apply the fines. The Board has no authority to waive fines. Kristen
referenced Section 42-60 Petition for Reduction, Waiver, and Release. Greg Cherry said he
is not inclined to waiving any fines then seeing no results due to the Wiley’s sold 3 properties
and the City waived the fines previously and has seen no progress. All Failure to Comply’s
are to be read and made progress on. Mr. Wiley confirmed 141 Wilton Circle is his mailing
address and also where they reside. Motion made to secure permits in 30 days then re-
evaluate. Matt Turley made the motion, Tara Sawvel seconded, motion carried.
2. 1040 Flournoy St. – Tanashea Bell
Tanashea Bell appeared to speak.
Mrs. Bell has met with the Building Inspector, Les Fugate. They want to replace half of the
roof due to the expense of replacing the whole roof and leave the back portion open and leave
it as a courtyard. The Board agreed to waive the violations and give 90 days for the property
owner to get a permit and start work on the building. Motion made by Matt Turley and
seconded by Tara Sawvel, motion carried.

3. 1108 Miller St. – Mark Lumbley
Mark Lumbley appeared to speak.
Mr. Lumbley said he’s been working on the house redoing the floors and repaired all floor joist,
remodeled the bedrooms, vaulted the ceilings and some minor work outside. Mr. Lumbley stated he
did not get any permits for the renovations stating he did not know that he had to get permits for
working on his own property. He also said he is waiting on FEMA to send him a check then he will
get permits but he doesn’t know if he will rent out this property or sell it for cash.
Motion made by Jewel Jones to uphold the fine of $530.00 and seconded by Matt Turley. Motion
carried.
Mr. Lumbley asked how the fines could be reduced or waived, Kristen referenced Section 42-60
Petition for Reduction, Waiver, and Release.

Tara Sawvel made the motion to adjourn, Matt Turley seconded the motion. Motion carried.
