CODE ENFORCEMENT BOARD MEETING
MINUTES
JUNE 16, 2025
The Code Enforcement Board Meeting was held on Monday, June 16th, 2025 at 4:00 p.m. in
City Hall. In attendance were Valerie and Vincent Wiley, George Bramley, Lula Brown, Jeff
Haley, Tanashea Bell, Carol Gault, Tara Sawvel, Matt Turley, Jewel Jones, Kristen Krueger,
David Jones, Steve Utz, Matt Willett, Greg Cherry, April Tinsman and Janet Dicke.
Absent: John Spurlin
The meeting was called to Order by Jewel Jones and seconded by Tara Sawyel. Motion carried.
The minutes for April 24th, 2025 were read and approved. Motion made by Tara Sawyel and
seconded by Jewel Jones. Motion carried.
Properties Discussed:
1. Various Properties – Valerie Wiley
Valerie Wiley appeared to speak.
Continue to make progress in 90 days, allow her time to sell additional properties for the next
90 days, prioritize 812 Bachman by either tearing it down or repairing it, continue with the
suspension of the foreclosure, for the properties that are selling in 90 days pay 10% of fines,
all of the hard cost, admin fees, filing and release fees and attorney fees, keep all properties
mowed for the next 90 days. Matt Turley made the motion, Jewel Jones seconded, motion
carried.
2. 1040 Flournoy St. – Tanashea Bell
Tanashea Bell appeared to speak.
Give Mrs. Bell 90 days to correct the exterior violations that is on the Failure to Comply
Notice to avoid fines. Motion made by Jewell Jones, seconded by Matt Turley. Motion
carried.
3. 1249 S. 7th St. – Jeff Haley
Property owner appeared to speak.
Mr. Haley or the purchaser to pay the fines within 90 days due to the 13 outstanding violations on the
Failure to Comply Notice. Motion made by Tara Sawvel and seconded by Jewell Jones. Motion
carried.

4. 1210 and 1216 N 14th St. – Lula Brown
Lula Brown appeared to speak.
Waive the code enforcement fines for the citations and the vehicles, extend 60 days to
resolve the vehicles and if not resolved come back to the next Board meeting. Motion made
by Jewell Jones, seconded by Matt Turley. Motion carried.
5. 1328 N 12th St. – George Bramley
George Bramley appeared to speak.
Citation and the Failure to Comply – waive the fines if cleaned up in 90 days. Pay the
administrative fees and obtain permit. Matt Turley made the motion and Jewell Jones
seconded, motion carried.
6. 821 Tennessee Street and 720 S. 9th Street – Aron Duca - postponed until the next Board
meeting.

Tara Sawvel made the motion to adjourn, Jewel Jones seconded the motion. Motion carried.
