CODE ENFORCEMENT BOARD MEETING
MINUTES
FEBRUARY 17, 2025
The Code Enforcement Board Meeting was held on Monday, February 17, 2025 at 4:00 p.m. in
City Hall. In attendance were Matt Turley, John Spurlin, Jewel Jones, Kristen Krueger, Jim
O’Bryan, Valerie Wiley, Tanashea Bell, Brian Pickering, David Jones, Matt Willett, Steve Utz,
Greg Cherry and Janet Dicke.
The meeting was called to Order by Jewel Jones and seconded by Matt Turley. Motion carried.
Absent: Tara Sawvel
The minutes for October 21, 2024 were read and approved. Motion made by Matt Turley and
seconded by John Spurlin. Motion carried.
Properties Discussed:
1. Jim O’Bryan Properties
Property owner appeared to speak.
2217 Lindsey St. – All repairs/corrections were made. Code Enforcement Officer David
Jones verified and will close out the case.
1033 N 12th St. – Secured building. CE Officer David Jones verified.
616 S 11th Street and 1100 Mallory Street – Suspend fines so permits can be obtained. Once
the work has been completed the fines will be waived. If no work after obtaining the permits
fines will be reinstated and liened against the properties.
Motion made by John Spurlin and seconded by Matt Turley. Motion carried.
2. Valerie Wiley Properties
Property owner appeared to speak.
After discussing her properties with the Board it was agreed she would meet with Greg
Cherry and Carol Gault this week. Continued to the Code Enforcement Board Meeting in
June.
Motion made by Matt Turley and seconded by John Spurlin. Motion carried.
3. Tanashea Bell – 1040 Flournoy St.
Property owner appeared to speak.
To be continued to the June meeting for an update on the status application from the KHC and
have a plan on what to do with the building.
Motion made by Matt Turley and seconded by John Spurlin. Motion carried.

4. Brian Pickering – 1510 N 10th Street
Property owner Betty McElroy is deceased, Brian Pickering her son appeared to speak.
This case needs to be heard at a later date for Mr. Pickering to get his documentation in order.
Motion made by John Spurlin and seconded by Matt Turley. Motion carried.
5. 1647 Jefferson St. – Alvin Wesson
Alvin Wesson did not appear, he was absent.
Violations are extant and should stand. Fines should be applied and charged to the
property.
Motion made by Matt Turley and seconded by John Spurlin. Motion carried.
John Spurlin made the motion to adjourn. Jewel Jones seconded. Motion carried.
