CODE ENFORCEMENT BOARD MEETING
MINUTES
OCTOBER 16, 2023
The Code Enforcement Board Meeting was held on Monday, October 16, 2023 at 4:00 p.m. in
City Hall. In attendance were Melinda Winchester, Ines Hutchins, John Spurlin, Clayton Norton,
Elmer Pullen, Kristen Krueger, Matt Willett, Steve Utz, Greg Cherry.
Absent: Tim Meadows, Carol Gault and Janet Dicke
The meeting was called to Order by Melinda Winchester, Acting Chairman.
The September 18, 2023 minutes were postponed until the next meeting.
Properties Discussed:
1. 513 N 6th St. – Clayton Norton
Clayton Norton brought in pictures of where the property has been cleaned up. Matt
Willett will go out the following day to verify abatement, if completed will close out the
case. Case is now closed.
2. 521 N 11th St. – Elmer Pullen
No visible progress on abatement or sale. Mr. Pullen said wife had issues getting
auctioneer into property. Will try again. Still desire to sell 521 N 11th Street and 1108
Martin L. King Dr. Board said 60 days January 8th, 2024 to get on the market or auction
or repair it. Adopted on call of the roll yes, Inez Hutchins, Melinda Winchester and John
Spurlin.
3. 621 Campbell St. – George Goodman – canceled / removed from Agenda.
4. 2003 Jefferson St. – Jim and Kathy Keeney – canceled / moved to next meeting – wants
payoff.
5. 2740 Ohio St. – Joseph Wheeler
Owner not present – some discussion – table until next meeting.
Board Adjourned.
