CODE ENFORCEMENT BOARD MEETING
MINUTES
SEPTEMBER 18, 2023
The Code Enforcement Board Meeting was held on Monday, September 18, 2023 at 4:00 p.m. in
City Hall. In attendance were Melinda Winchester, Ines Hutchins, John Spurlin, Carol Gault,
Lindsay Amber, Wynn Hutson, Valerie Pollard, Michael Terra, Carolyn MacKay, Clayton
Norton, Kristen Krueger, Matt Willett, Steve Utz, David Jones, Greg Cherry and Janet Dicke.
Absent: Tim Meadows
The meeting was called to order by Ines Hutchins, 2nd by John Spurlin.
Allen Rhodes former Chairman, term expired. Melinda Winchester, Ines Hutchins, John Spurlin
nominated Carol Gault as the new chair person. Inez Hutchins Motioned, John Spurlin 2nd .
Motion carried.
The Board voted to move the Code Enforcement Board meetings from the 2nd Monday to the 3rd
Monday of the month. Ines Hutchins made the Motion and Melinda Winchester 2nd . Motion
carried.
The minutes June 12, 2023 were read and unanimously approved by the Board.
Properties Discussed:
1. 1606 Martin L King Dr. – Lindsay Amber
Has till October 9th to correct the violations. If violations are abated the Board will waive
the fine of $130.00 and close out the case. Motion made by Melinda Winchester and 2nd
by John Spurlin. Motion carried.
2. 514 N 7th St – Michael Terra
Violations are abated. Waive fines and close out case. Inez Hutchins Motioned, Carol
Gault 2nd. Motion carried.
3. 506 N 7th St – Valerie Pollard
Meet Matt Willett on site to discuss/point out the violations. Once abated waive fine and
close out case. Inez Hutchins made the Motion, John Spurlin 2nd. Motion carried. Carol
Gault abstained.
4. 513 N 6th St – Carolyn MacKay and Clayton Norton
30 days to remove material from the side/back of building, once removed waive fines and
close out case. Motion made by Inez Hutchins, 2nd by John Spurlin. Motion carried.
