CODE ENFORCEMENT BOARD MEETING
MINUTES
JUNE 12, 2023
The Code Enforcement Board Meeting was held on Monday, June 12, 2023 at 4:00 p.m. in City
Hall. In attendance were Melinda Winchester, Ines Hutchins, Tim Meadows, Allan Rhodes, John
Spurlin, Tom Wilson, Lindsay Amber, Joe Moore, Rose Rhomuns, Kristen Worak, Matt Willett,
George Bray, Greg Cherry and Janet Dicke.
The meeting was called to order by Allan Rhodes and seconded by Ines Hutchins.
The minutes April, 2023 were read and unanimously approved by the Board.
Properties Discussed:
1. 1606 Martin L King Dr. – Lindsay Amber
By June 26th, 2023, the rubbish and debri must be cleaned up. At our next meeting, July
10, 2023 we will be discussing the progress on this property.
2. 2003 Jefferson St – Jim and Kathy Keeney
Tom Wilson the contractor for the Keeney’s asked for a 60-day extension. Will discuss
at our August meeting.
3. 2740 Ohio St. – Joseph Wheeler
Discussed neighbor complaint of man living in camper on vacant lot.
4. 621 Campbell St. – George Goodman
Measurable progress has been made. Great job George. Will discuss progress of this
property around the end of the summer.
5. 521 N 11th St. – Elmer Pullen
Mr. Pullen and his family have decided to sell both properties 521 N 11th Street and 1108
Martin L King Dr. They will hire an auctioneer and will disclosed 521 N 11th Street has
property maintenance violations.
6. Richard McLaren
1647 Jefferson Street, 617 and 619 N 16th Street, is under contract. The delay of the sale
is the mechanic’s lien held by Angela Baldwin (Richard McLaren’s girlfriend). Once this
is settled the property will be sold.
