CODE ENFORCEMENT BOARD MEETING
MINUTES
MARCH 18, 2024
The Code Enforcement Board Meeting was held on Monday, March 18, 2024 at 4:00 p.m. in
City Hall. In attendance were Carol Gault, Tara Sawvel, Matt Turley, John Spurlin, Amber
Lindsay, Katrina Miller, Kristen Krueger, Matt Willett, Steve Utz, Greg Cherry and Janet Dicke.
The meeting was called to Order by Carol Gault.
The September 18, 2023 minutes were read and approved. Motion made by Matt Turley and
seconded by John Spurlin. Motion carried.
The October 16, 2023 minutes were read and approved. Motion made by Tara Sawvel and
seconded by Matt Turley. Motion carried.
Properties Discussed:
1. 2003 Jefferson St. – Jim and Kathy Keeney
No property owner appeared.
The property maintenance case has been completed. The total fines, abatement fees,
filing and release fees, interest and attorney fees are $12,715.43. Deputy Chief Greg
Cherry recommended to the Board to reduce this amount to $1,856.00. John Spurlin
made the motion to accept Deputy Chief Greg Cherry’s recommendation, Matt Turley
seconded. Motion carried.
2. 1606 Martin L King Dr. – Amber Lindsay
Amber Lindsay, property owner appeared to speak. She showed photos of progress made
the day of the hearing. She testified the people living there would bring in the junk now
they have moved out.
The Board unanimously agree there is a violation. Carol Gault made the motion to
uphold fine of $130.00. Tara Sawvel seconded the motion. Motion carried. Amber
Lindsay said she would have someone to pick up a trailer and move everything tonight.
3. 750 Main St. – Katrina Miller
Katrina Miller, property owner appeared to speak. She testified the items in the pictures
are not rubbish and debri, it is her pool, pump, deck and fence.
The Board unanimously agree there is a violation. Tara Sawvel made the motion to
uphold the $130.00 fine, postpone the abatement order until the Code Enforcement Board
meeting June the 17th. John Spurlin seconded the motion. Motion carried. Katrina Miller
said she would have the pool, pump and deck installed and the fence up by mid June.

4. 615 Campbell St.- Nettie Green Estate
No property owner appeared.
Deputy Chief Greg Cherry stated there is a new property owner who is not here tonight.
He just acquired the property. We will try and get him to appear at our next meeting. It
would be in the best interest of the City and the property owner to postpone this until the
April meeting. Carol Gault made the motion to postpone 615 Campbell Street to the
April meeting. Matt Turley seconded the motion. Motion carried.
5. 2009 Broad St. – Rudie Followell
No property owner appeared.
The Board unanimously agree there is a violation. Carol Gault made the motion to wait
30 days to see if the property owner corrects the violation then at our next CE Board
meeting to discuss this again. If the owner does not correct the violation the Board will
uphold the $130.00 fine. Matt Turley seconded the motion. Motion carried.
Matt Turley made the motion to adjourn. Tara Sawvel seconded. Motion carried.
