OF THE
CITY OF PADUCAH HISTORIC AND ARCHITECTURAL REVIEW COMMISSION
HELD SEPTEMBER 8, 2025
Pursuant to notice, a meeting of the City of Paducah Historic and Architectural Review Commission was held on Monday, September 8th at City Hall, 300 South 5th Street, Paducah, Kentucky
42003. The following committee members were present: Chad Clark, Alexis Marrs, Amanda Johnson, and Jana Dawson. Others present were Wes Banks, Carol Gault, and Palmer Stroup from the
City of Paducah Planning Department and Glenn D. Denton, H.A.R.C attorney. Guests present were Jim Smolen and Caleb Buford.
ITEM 1: Mr. Banks called the meeting to order at 5:30pm. A roll call was conducted with Mr. Clark, Mrs. Marrs, Mrs. Johnson, and Ms. Dawson present and a quorum established.
ITEM 2: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all present, the following was adopted:
MOVED: That the minutes of the meeting held on August 26th, 2025 be approved as presented.
ITEM 3: COA2025-0009 – 329 N 5th St
Mr. Banks presented the staff report for the Certificate of Appropriateness request at 329 N 5th St. He provided an overview of scope of the work of the new addition of a carport. He
concluded with Planning Staff’s recommendation of denial for the Certificate of Appropriateness. At the closing of the staff report Mr. Banks then recommended opening the public hearing
for discussion on the case.
ITEM 4: Upon motion made by Mr. Clark, seconded by Mrs. Marrs, and unanimously carried by all present the following was adopted:
MOVED: I move that the Public Hearing for COA2025-0009 now be opened.
Public Hearing and Comment
Mr. Banks makes a note that the plan is to deny the Certificate of Appropriateness and then come back and approve the variance. Mr. Clark inquired to the applicant Mr. Smolen about the
project. Mr. Smolen explained the plan and desires of the home owner. Mr. Smolen then shows pictures of the 13’6’’ breezeway. Mrs. Marrs asks if the breezeway is enclosed to which Mr.
Smolen replies that it is not enclosed.
Mr. Clark asked Mr. Smolen if he had talked to Les in the Fire Prevention office. Mr. Smolen says that he has talked to Les and that is who told him about the rear yard setback and fire
stop.
ITEM 5: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all present, the following was adopted:
MOVED: I move that the public hearing of COA2025-0009 now be closed.
ITEM 5: Upon motion by Mr. Clark, seconded by Mrs. Johnson, and unanimously carried by all present the following was adopted:
MOVED: I move that this Commission Deny the Certificate of Appropriateness request of Jim Smolen for the construction of a new carport at 329 Nth 5 St.
ITEM 6: VAR2025-0011 – 329 N 5th St.
Mr. Banks presented the staff report and noted that it is the same as the case before, just with the variance applied. The variance is for a 10-foot rear yard setback. He concluded
with Planning Staff’s recommendation of approval for this variance.
ITEM 7: Upon motion made by Mr. Clark, seconded by Mrs. Marrs, and unanimously carried by all present the following was adopted:
MOVED: I move that the public hearing for VAR2025-0011 now be opened
Public Hearing and Comment
Mrs. Johnson asked a question about the exterior material.
ITEM 8: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all present, the following was adopted:
MOVED: I move that the public hearing of VAR2025-0011 now be closed.
ITEM 9: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all present, the following was adopted:
MOVED: I move that this commission approve the variance request of Jim Smolen for the construction of a new carport at 329 N 5th St.
I further move that the approval be based on the following findings of fact:
The proposed action is in conformity with the zoning requirements and intent of the Zoning Ordinance
This project is small scale and the 10’-0” variance is not harmful to public
ITEM 10: COA2025-0011 – 313 Madison St.
Mr. Banks presented the Staff Report for the Certificate of Appropriateness request at 313 Madison St. He provided information about the materials for new siding, repainting, and repair
of the home. He concluded by recommending approval of the request.
ITEM 11: Upon motion made by Mr. Clark, Seconded by Mrs. Johnson, and unanimously carried by all present, the following was adopted:
MOVED: I move that the public hearing of COA2025-0011 now be opened.
Public Hearing and Comment
Mr. Clark asks a question about the color pallet. Suggests not to do a faux chimney. Applicant Mr. Buford Says that they will take down the chimney and rebuild a new one with non-functioning
brick that will match the existing. Mr. Clark mentions that a permit must be obtained first through fire prevention. Mr. Clark asked if the roof will be standing seam or metal shingle.
The commission is unanimously okay with standing seam roofing, and wood or clad-wood windows.
ITEM 12: Upon motion made by Mr. Clark, seconded by Mrs. Marrs and unanimously carried by all present, the following was adopted:
MOVED: I move that the public hearing of COA2025-0011 now be closed.
ITEM 13: Upon motion made by Mr. Clark, Seconded by Mrs. Johnson, and unanimously carried by all present, the following was adopted:
MOVED: I move that the commission approve the Certificate of Appropriateness request of Caleb Buford for new siding, paint replacement and repair at 313 Madison St.
I further move that the approval be based on the following findings of fact:
The proposed action is in conformity with the zoning requirements and intent of the Zoning Ordinance
The proposed smooth lap siding will match the building’s historic siding exposure and profiles, ensuring visual continuity with the district.
ITEM 14: COA2025-0005 – 515 N 4th St.
Mr. Banks presented the staff report for the Certificate of Appropriateness request at 515 N 4th St. The request is for new windows, paint, and doors.
ITEM 15: Upon motion made by Mrs. Johnson, Seconded by Mrs. Marrs, and unanimously carried by all present, the following was adopted:
MOVED: I move that the public hearing of COA2025-0005 now be opened.
Planning director Mrs. Carol Gault notes that she has talked to the applicant directly and he intends to install basic windows, and repaint the original siding of the carriage house.
Mrs. Johnson questioned what the term basic meant and stated that the windows on the home are not basic at all. Mrs. Gault said that is all the information the applicant gave her.
ITEM 16: Upon motion made by Mr. Clark, Seconded by Mrs. Marrs, and unanimously carried by all present, the following was adopted:
MOVED: I move that the public hearing of COA2025-0005 now be closed.
ITEM 17: Upon motion made by Mrs. Johnson, Seconded by Mrs. Marrs, and unanimously carried by all present, the following was adopted:
MOVED: I move that this commission approve the Certificate of Appropriateness request of Darryl Pea for the admission of new siding, windows, and door at 515 N 4th St.
I further move that the approval be based on the following findings of fact:
The proposed action is in conformity with the zoning requirements and intent of the Zoning Ordinance
The Project stays true to the original historic features of the home

Attorney Glenn Denton then stated that a final motion must be made for the meeting to be adjourned.
ITEM 18: Upon motion by Mr. Clark, seconded by Mrs. Marrs, and unanimously carried by all present the following was adopted:
MOVED: I move that this meeting is adjourned.
