HomeMy WebLinkAbout08-26-2025MINUTES OF MEETING OF THE CITY OF PADUCAH HISTORIC AND ARCHITECTURAL REVIEW COMMISSION HELD AUGUST 26, 2025 Pursuant to notice, a meeting of the City of Paducah Historic and Architectural Review Commission was held on Tuesday, August 26th at City Hall, 300 South 5th Street, Paducah, Kentucky 42003. The following committee members were present: Chad Clark, Alexis Marrs, and Jana Dawson. Others present were Wes Banks and Palmer Stroup from the City of Paducah Planning Department and Glenn D. Denton, H.A.R.C attorney. Guests present were Jim and Peter Smolen. ITEM 1: Mr. Banks called the meeting to order at 5:30pm. A roll call was conducted with Mr. Clark, Mrs. Marrs, and Ms. Dawson present and a quorum established. ITEM 2: Upon motion made by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all present, the following was adopted: MOVED: That the minutes of the meeting held on July 14TH, 2025 be approved as presented. ITEM 3: COA2025-0006 – 321 Madison Street Mr. Banks presented the staff report for the Certificate of Appropriateness request at 321 Madison Street. He provided and overview of the proposed material changes and scope of work of the new additions to the rear of the property. He concluded with Planning Staff’s recommendation of approval for the Certificate of Appropriateness. At the closing of the staff report Mr. Banks then recommended opening the public hearing for discussion on the case. ITEM 4: Upon motion made by Mrs. Marrs, seconded by Ms. Dawson, and unanimously carried by all present the following was adopted: MOVED: I move that the Public Hearing for COA2025-0006 now be opened. Public Hearing and Comment Applicant Mr. Smolen stated that the existing porch was not original to the property and was built two years ago. Ms. Dawson inquired to the applicant Mr. Smolen on the use of material for the interior flooring of the new addition. Mr. Smolen answered that the flooring of the exterior porch would be a composite decking material and that the interior flooring of the enclosed addition would remain consistent with the existing flooring of the home. Mr. Stroup then stated that the HARC can only permit alterations to the exteriors of properties per the H-2 Zoning Ordinance and could not require an alternative use of the interior flooring material. Mr. Clark then inquired to Mr. Smolen about the material of the foundation wall of the new addition. He stated that it would be preferential to have the foundation wall’s exterior be consistent with that of the front façade with a brick skirt. Mr. Smolen stated originally it was proposed to use the primary siding material used on the home’s exterior for the foundation wall but that he would be willing to change the final design and material to be consistent with the front and use a brick skirt around the foundation wall in the rear. ITEM 5: Upon motion by Mr. Clark, seconded by Ms. Dawson, and unanimously carried by all present the following was adopted: MOVED: I move that this Commission Approve the Certificate of Appropriateness request of Jim Smolen for the construction of a rear yard addition and screened in porch to 321 Madison Street as written with the addition of a brick skirt along the rear foundation wall. I further move that the approval be based on the following findings of fact: The proposed action is in conformity with the zoning requirements and intent of the Zoning Ordinance The proposed design is in conformity and complies with a majority of the H-2 Lowertown Design Guidelines Adjournment Attorney Glenn Denton then stated that a final motion must be made for the meeting to be adjourned. ITEM 6: Upon motion by Mrs. Marrs, seconded by Ms. Dawson, and unanimously carried by all present the following was adopted: MOVED: I move that this meeting is adjourned.
