MINUTES OF THE HISTORICAL AND ARCHITECTURAL REVIEW
COMMISSION
MARCH 10, 2025 5:30 P.M.

Attendees: Amanda Johnson, Chad Clark, Michael Campbell
Absent: Planner II-Palmer Stroup

Planning I Morgan Dennis called the called meeting of the HARC to order at 5:32 pm.
APPROVAL OF MINUTES
Commissioner Johnson offered the following Motion:
I move that the reading of the minutes for meeting be waived and that the minutes of said meeting, prepared by
the secretary, be approved as written.
Commissioner Clark provided a second.
The motion passed with 3 Ayes (Johnson, Clark, Campbell) 0 Nays

Request for Certificate of Zoning Compliance for new detached garage construction.
Planning I Morgan Dennis presented the staff report.
Commissioner Clark motioned for the motion to be approved as written.
Commissioner Johnson read the following motion:
• I move that this Commission Approve the Certificate of Zoning Compliance request of Chris Owen for the
construction of a rear garage at 327 Fountain Avenue.
I further move that the approval be based on the following findings of fact
• The proposed action is in conformity with the zoning requirements and intent of the Ordinance
• The proposed garage is in conformity and complies with a majority of the NSZ Design.
The Motion was seconded by Commissioner Johnson and adopted with 3 Ayes (Johnson, Clark, Campbell) and 0
Nays.
Discussion
Planner I Morgan Dennis outlined the agenda item for discussion as a continuation of the discussion from the
previous meeting. Based on the previous meetings discussion, three potential solutions were presented to the HARC
broad that Planning Staff had developed.
Planner I Dennis read the first solution of Strict Enforcement and opened the floor to the Commissioners for
feedback. This option would include the addition of Code Enforcement Officer to enforce the design standards.
Commission Campbell started with addressing the issue of the City’s willingness to hire a Code Enforcement Officer

for the sole purpose of patrolling historic district for violations. This would require the Code Enforcement Officer to
be educated in the design guideline. There was also the question if this Enforcement Officer would be located within
the Code Enforcement Department or the Planning Department. Commissioner Clark commented on Code
Enforcement hesitates to provide enforcement on non-life safety matters. The conversation led to the conclusion
that hiring a new Code Enforcement Officer was an unfeasible option.
Planner I Dennis presented the second option of Moderate Enforcement. This would be enforcement through
incentivization. This option was presented that whenever an applicant files for a Certificate of Appropriateness they
are considered for incentives to assist with cost of maintenance or rehabilitation. The money would be given to the
application after the work had been completed within the design standards. Commissioner Clark asked how the
money would be distributed and how much to be asked will be determined. Planning Director Carol Gault explained
that it would likely a pot of money which can drawn from. How much will be distributed based on a percentage of
the project. Director Gault said that Planner II Palmer Stroup was going through previous approved Certificate of
Appropriateness to compile how much could possibly be asked for a healthy incentive pot.
Commissioner Campbell asked about the separation of HARC and Planning Staff approvals. This was asking about
what projects will be for HARC approval versus Planning Staff. Planner I Dennis said that Planner II Stroup and her
will bring them a list of projects and who should approve them to the Board at another meeting. Planner I Dennis
introduced an idea to help with compliance. The Certificate of No Effect could be issued by Planning Staff for projects
that don’t necessarily need HARC approval but should notify Planning Staff to ensure the design standards are being
followed.
Planner I Dennis presented the third option of Dissolution of Historic Districts. This option was eliminated due to
possible economic setbacks that could happen to individual properties within the Historic Districts. There was no
further discussion of this topic.
It was put to a vote for HARC to move forward with second option of Moderate Enforcement. Commissioner Johnson
made a motion to move forward with second option of Moderate Enforcement. Commissioner Clark seconded and
it was adopted with 3 Ayes (Johnson, Clark, Campbell).
Commissioner Campbell asked about HARC involvement with Southside at the moment. Director Gault said that the
Planning Department was waiting to hear back from the Commission before moving forward with Southside plans.
Planner I Dennis informed the board that a satellite inventory was done of Southside historic structures and there
are potential historic districts within the area. Further discussion about Southside will continue whenever there is
action to take with HARC involvement.
Planner I Dennis mentioned that Planner II Stroup and her had discussed the potential of creation a local historic
designated district along the Broadway Corridor. All Commissioners agreed with the idea for the designation.
Commissioner Clark asked if business owners or residents would have to be asked placing the designation. Planner
I Dennis answered that yes, business owner and residents would have to consulted before a designation could be
placed.
It was determined that further discussion about Moderate Enforcement Plan, differentiation of HARC and Planning
Staff’s responsibilities, Broadway plan, and Southside updates would continue at future meetings.
Adjournment
Commissioner Campbell made a motion to adjourn the meeting. Commissioner Clark provided a second.
The motion passed with 3 Ayes (Johnson, Clark, Campbell) 0 Nays
The meeting was adjourned at 6:32 PM
