Sommer, Planner III Guests: Sharon Poat Chairwoman Young called the called meeting of the Paducah Board of Adjustment to order at 5:30 pm. The Pledge of Allegiance to the U.S. flag was recited. The roll was taken. The meeting was turned over to Josh Sommer, Planner III, for the election of officers for 2025. Mr. Sommer opened the floor for nomination for Chair. Mr. Chapman nominated Carol Young. There were no other nominations. Mr. Sommer asked all in favor for a vote to elect Ms. Young by acclimation. 3 Ayes (Chapman, Perry, Young) Chairwoman Young opened the floor for nominations for Vice-Chair. Mr. Chapman nominated Mr. Perry. There were no other nominations. Chairwoman Young asked all in favor for a vote to elect Mr. Perry by acclimation. 3 Ayes (Chapman, Perry, Young) Vice-Chair Perry offered: I move that the reading of the minutes for December 16, 2024 be waived and that the minutes of said meeting, as prepared by staff, be approved as written. Mr. Chapman seconded. Chairwoman Young called for the vote. 3 Ayes (Chapman, Perry, Young), 0 Nays Continued Petitions New Petitions Case# VAR2025-0001 1314 Oscar Cross Avenue Variance request of nine inches on the east and west property lines for a new home to be constructed 5’ 3” from the side property lines. Planner III Josh Sommer presented the staff report. He stated the lot was 40’ wide. The new home would be 1,063 square feet and is proposed to be sited 5’ 3” from the side property lines. The variance would be in conformance with the City of Paducah Comprehensive Plan and would also be in compliance with the Board of Commissioner’s priorities of the Southside and Quality of Life. Mr. Chapman offered: I move that this Board approve the petition of the Paducah Alliance of Neighbors for a nine-inch variance request on each side yard for a new single-family home to be constructed 5’ 3” from the east and west property lines at 1314 Oscar Cross Avenue. I further move that the variance be approved based on the following findings of fact: The City of Paducah Comprehensive Plan sets forth Goals to increase the quality and quantity of housing stock, specifically in the Land Use and Community Character element and in the Housing and Neighborhoods element. The Comprehensive Plan also supports increasing the supply side of housing units. The Southside and Quality of Life are priorities of the Board of Commissioners, pursuant to MO 2863. The subdivision was platted before the adoption of the present zoning ordinance. The lot is legally nonconforming to the prescribed width and area requirements of the R-3 Zone. This location is in the larger Southside redevelopment area. The construction of a new quality home would help to further the City’s success in this area. The construction of this home in this particular area could serve as a catalyst for other nearby residential development. This lot is a legal nonconforming lot. Therefore, the granting of this variance would help to further a residential opportunity that may not have immediately appeared. Vice-Chair Perry seconded. Chairwoman Young opened the public hearing and invited the Petitioner to speak. Mrs. Sharon Poat, Petitioner, spoke. She stated she was there to answer any questions the Board may have. Chairwoman Young stated she was familiar with the site and was glad to see a new home in the area. Mrs. Poat stated that hopefully other lots would become available for even more new homes. Hearing no further public comment, Chairwoman Young closed the public hearing. No further questions were asked. Chairwoman Young called for the vote. 3 Ayes (Chapman, Perry, Young), 0 Nays.
