A Special Called Meeting of the Paducah Riverfront Development Advisory Board (PRDA) was
held on Monday, July 22, 2024, at 3:00 p.m. in the Anteroom of City Hall located at 300 South 5th
Street. Upon call of the roll by City Clerk Lindsay Parish, the following members answered to their
names: Ashlea McMillan, Elisha Winslow, Julie Harris, Paul Gourieux, and Sandra Wilson.
Uppinder Mehan was not able to attend. The following individuals were also in attendance:
Assistant City Manager Michelle Smolen, Communications Manager Pam Spencer, and Mayor
George Bray.
DISCUSSION
Member Introductions were made. Mayor George Bray led a discussion regarding the BUILD Grant
followed by a discussion regarding the PRDA Mission.
ADOPTION OF MINUTES
Julie Harris made a motion, seconded by Ashlea McMillan, that the Board adopt the minutes of the
June 14, 2017, meeting. All in favor. None opposed.
PRDA BOARD REQUIREMENTS
City Clerk Lindsay Parish provided an overview of PRDA Board requirements.
ELECTION OF OFFICERS
Paul Gourieux made a motion, seconded by Ashlea McMillan that Julie Harris be elected
Chairperson. All in favor. None opposed.
Julie Harris made a motion, seconded by Elisha Winslow, that Paul Gourieux be appointed Vice
Chairperson. All in favor. None opposed.
Ashlea McMillan made a motion, seconded by Julie Harris, that Elisha Winslow be appointed
Secretary. All in favor. None opposed.
NEXT MEETING
The next meeting of PRDA is scheduled for August 28, 2024, at 1:15 p.m. All further meetings of
the Board will be held on the fourth Wednesday of each month at 1:15 p.m. at City Hall.
ADJOURN
Julie Harris made a motion, seconded by Ashlea McMillan, to adjourn the meeting. All in favor.
None opposed.
