Minutes
The Building and Electrical Codes Appeals Board was held on Thursday, May 9, 2024 at 8:30 a.m. in
the Team Room located in City Hall. In attendance were Paul King, Jimmy Evans, Rick Windhorst,
Greg Croft, Chad Beyer, Kerry Fulcher, Jason Hickey, Dale Davis, Vicky Russell - Property Manager
for Mora Mi, Vaughn Hugen – Chief Electrical Inspector, Greg Cherry – Deputy Fire Chief, Kristen
Krueger – City Attorney, Mayor George Bray and Janet Dicke - Secretary.
I. The meeting was called to Order by Paul King.

III. The Board appointed Paul King as Chairman. Motion made by Rick Windhorst and seconded
by Chad Beyer. No one opposed. Motion carried.
IV. Discussion of relocating electrical panel and disconnect requirements of the Mora Mi
Apartments located at 2991 Clay Street, Paducah KY.
Deputy Chief Greg Cherry Summation:
Paducah Fire Department was notified May 30, 2023 of a fire in the electrical panel.
Maintenance people were attempting to change out the breakers. After the fire, we investigated
further checking all apartments and found approximately 24 electrical panels that have been
replaced without electrical permits, nor had the work been performed by a licensed electrician.
We requested owners to obtain proper permits and bring all illegally installed electrical panels
up to code standards. The contractors and owners are disputing the relocation of the electrical
panels and disconnect requirements per NEC 2017. We will recommend imposing a fine and
also request a reasonable plan of action for the electrical panel replacements and all work
conducted to be brought up to and comply with the NEC 2017 standard in a timely manner.
After much discussion a motion was made to accept and approve the correction list provided by
Chief Electrical Inspector, Vaughn Hugen for Mora Mi Apartments located at 2991 Clay Street.
Also, engineer drawings to be provided by the owner with a schedule of completion date set by
the Fire Prevention. Deputy Chief Greg Cherry said 90 days to get drawings and work started.
Motion was made by Chad Beyer and seconded by Jimmy Evans. No one opposed, motion
carried.
V. Rick Windhorst made the motion to adjourn, Greg Croft seconded. No one opposed. Motion
carried.
