Vice-Chair Perry called the called meeting of the Paducah Board of Adjustment to order at 5:30 pm.
The Pledge of Allegiance to the U.S. flag was recited.
The roll was taken.
Mrs. Boykin offered:
I move that the reading of the minutes for October 2, 2024 be waived and that the minutes of said meeting, as prepared by staff, be approved as written.
Mr. Chapman seconded.
Vice-Chair Perry called for the vote.

Case# USE2024-0007 2803 Clark Street
Conditional Use request to permit a short-term rental and bed & breakfast in the R-2 Zone.
Planner III Josh Sommer presented the staff report. He stated either a short-term rental or bed and breakfast is a conditional use in the R-2 Zone. The house has two bedrooms, a full
bath and a half bath. The number of guests would be limited to no more than four at a time. The site is centrally located. The Petitioner has no targeted demographic, but is open
to quilters, hospital staff and general visitors to Paducah.
Mr. Chapman offered:
I move that this Board approve the conditional use request of Linda Miller for a short-term rental or bed-and-breakfast to be located in the R-2 Zone at 2803 Clark Street.
I further move that the approval be based on the following findings of fact:
The site has convenient ingress and egress to South 28st Street, a major arterial in this location.
The site has convenient ingress and egress to Jackson Street and Park Avenue, both of which are major arterials.
The number of guests will be limited to no more than four at a time.
The site is centrally located within the City of Paducah, giving guests easy access to shopping, dining and entertainment in the downtown area, southside and at the Regional Trade Center.
The City of Paducah historic districts are nearby, affording guests a unique cultural view.
Staff anticipates no more than three vehicles, which will park in the driveway.
The site is approximately 2/3 mile from Brooks Stadium and less than a mile from Noble Park, thereby providing outdoor recreational opportunities.
Traveling doctors and nurses, which could stay at the proposed STR, would be able to get to either hospital quickly and efficiently.
Mrs. Boykin seconded.
Vice-Chair Perry opened the public hearing and invited the Petitioner to speak.
Ms. Linda Miller, Petitioner, was present. She stated she had nothing further to add.
Hearing no further public comment, Vice-Chair Perry closed the public hearing.
No further questions were asked. Vice-Chair Perry called for the vote.

Case# USE2024-0008 325 Beiderman Street
Conditional Use request to permit a short-term rental in the R-2 Zone.
Planner III Josh Sommer presented the staff report. He stated a short-term rental is a conditional use in the R-2 Zone. The house has two bedrooms and one bathroom. The number of
guests would be limited to no more than four at a time. The site is located on the edge of the City limits. The Petitioner has no targeted demographic, but is open to quilters and
general visitors to Paducah.
Mrs. Boykin offered:
I move that this Board approve the conditional use request of Langdon Barnes for a short-term rental to be located in the R-2 Zone at 325 Beiderman Street.
I further move that the approval be based on the following findings of fact:
The site has convenient ingress and egress to Mayfield Road, a minor arterial in this location.
The site has convenient ingress and egress to Irvin Cobb Drive and Jackson Street, both of which are major arterials.
The number of guests will be limited to no more than four at a time.
The site is located near the edge of the City of Paducah, giving guests easy access to shopping, dining and entertainment in the downtown area, southside regional trade center and the
Lone Oak area.
The City of Paducah historic districts are nearby, affording guests a unique cultural view.
Staff anticipates no more than three vehicles, which will park in the driveway.
The site is approximately 1/3 mile from Brooks Stadium and approximately 1,500 feet from Paxton Park, thereby providing outdoor recreational opportunities.
The proposed STR would operate as such very intermittently, with the proposed number of days to be approximately 10 to 14 days a year.
Mr. Chapman seconded.
Vice-Chair Perry opened the public hearing and invited the public to speak.
Mr. Sommer stated that Mr. Barnes’ family was ill and could not make the meeting. Mr. Chapman asked how oversight would be provided. Mr. Sommer stated that some renters were full-time,
such as with nurses at the hospitals for a defined time. Mrs. Boykin asked if there was a need for this petition to come before the Board. Mr. Sommer stated it could be possible to
have a couple short-term renters in a row.
Hearing no public comment, Vice-Chair Perry closed the public hearing.
No further questions were asked. Vice-Chair Perry called for the vote.
