Board of Directors Meeting
Minutes October 16, 2024
CALL TO ORDER
The monthly meeting of the Paducah Transit Authority (PTA) was called to order by Board Chair – Chip Cox at 3p.m. Members present were Tommy Whittemore, Mark Davis, Mary Byrne, Bryan
Carner, and Joe Benberry. Exec. Director – Jeremi Bumpus, CFO-Samantha Sanders, and Chuck Simpson HR Director/Secretary to the Board
Guests: Mr. Glenn Denton and Ms. Carolyn Stratton
Board Chair – Chip Cox led the Board in reciting the Pledge of Allegiance
Executive Session:
Mr.Tommy Whittemore made a motion to go into executive session as permitted by KRS 61.810 (1) (c), Mr. Bryan Carner moved to second the motion and all board members approved.
Mr. Bryan Carner made a motion to come out of executive session. Mr. Joe Benberry moved to second the motion and all members voted to come out of executive session.
No action taken.

REVIEW OF MINUTES
Following the review of the September, 2024 minutes Mr. Mark Davis made a motion to accept the August meeting minutes. Ms. Mary Byrne moved to second the motion and it passed with all
members voting yes.
REVIEW OF BANK STATEMENTS – cc charges, vendor payments, P&L, and Balance Sheet:
The complete updated reviews for period ending September 30th were conducted by Board Chair Chip Cox and Executive Director – Jeremi Bumpus. Each cash account statement ending 9/30/24
had been reviewed and initialed. The credit card charges were then reviewed followed by vendor payments. CFO- Samantha Sanders then directed the Board to page 15 of the board pack
and informed them that this summary page provided additional notes regarding P&L explanations for their review. Following the completion of the reviews Mr. Tommy Whittemore made a motion
to approve the reconciliation and review of expenses. Ms. Mary Byrne moved to second the motion and it passed with all members voting yes.
MANAGER’S REPORT – Jeremi Bumpus
Ridership Statistics

Mr. Bumpus provided an overview of the September ridership noting the total fixed route ridership for the month = 12,429 the 11 a.m., time frame had the most riders for the month.
The most utilized route was the blue line Total combined ridership for the month was 16,804. Total combined operating expenses = $259,803.48 and total farebox = $17,007.58. Federal
funds expended =$121,397.00
OLD BUSINESS
Updates on legal – covered during executive session.
Compliance Review – annual KY-OTD facility/vehicle and records review scheduled for Tuesday October 22nd.
New vehicles update – one new vehicle had been delivered but rejected due to flip seats and wheelchair accommodation issue.
Transit Study – consultant representatives rode the fixed route buses, collected data, and now analyzing data. Jeremi hopes to begin moving forward as of February 2025 to begin implementing
the new designated fixed route bus stops as required.
FTA 5307 Application – Jeremi reported that there has been no reply yet, the application has been submitted and he is presently hoping to receive a reply by the end of December.
