HomeMy WebLinkAboutSigned Minutes 5.16.24Creative and Cultural Council Minutes for May 16, 2024 The Paducah Creative and Cultural Council met on Thursday, May 16, 2024 at 5:00 p.m. at 122 Market House Square, Classroom B. Members in attendance included Cindy Ragland, Cheryl Sullivan, Chad Clark, Michael Cochran, Hope Reasons, and Basil Drossos. Absent members included Ashlea McMillan and Steven Paige. Guests at the meeting included Palmer Stroup and Michelle Smolen from the City of Paducah, and Rhonda Mccorry from the Paducah Historical Preservation Group. Approval of Minutes: Member Hope Reasons requested two changes to the Minutes from the April 18, 2024 meeting. The first change request was to add her as in attendance at the meeting. The second change request was for item "d. Grant Update Metro Hotel." The minutes incorrectly stated that the proposal has been submitted. The proposal is due on May 24th. Member Basil Drossos made a motion to accept the minutes as amended. Member Chad Clark seconded the motion. The motion was unanimously passed by all members. Railroad Overpass Proposal: Council Chairperson Cindy Ragland stated that Paducah Mayor George Bray has submitted the proposal to Kevin McEwan at P & L Railway. Mr. McEwan is the Marketing Director for P & L, and we are now waiting for his feedback. Member Drossos stated that Miller Grumley is the new legal counsel for P & Land may be a good contact for the Council moving forward with the proposal. UNESCO Youth Choir: The UNESCO Youth Choir program has been postponed until 2025. The Council will wait for additional updates from Member Steven Paige. Broadway Design Corridor: Council Chairperson Ragland stated that members McMillan and Clark have been working on a Directory and map highlighting the design businesses in the target area. McMillan sent out an email to the Council members to review both items. Guest Michelle Smolen asked for more details regarding the vision for this project. Items discussed included: •The corridor runs from Midtown to 9th Street with Broadway as the spine. •The Council would like to have signs or some type of markers for the buildings indicating they are part of the corridor. •The vision includes it being a local attraction for those visiting Paducah. There was a suggestion of the trolley bringing guests of the riverboats to the area. •The Council would like to see some open houses and art openings along the Corridor. The Council will be presenting the Corridor idea to the Planning Commission at a future date. Smolen suggested that someone from the Council talk with City employee Josh Sommer prior to the meeting. Guest Palmer Stroup suggested someone from the Council talk with Paducah Area Transit Services about the trolley. Helen La France Auction: Rhonda Mccorry from PHPG stated that 14 of her art pieces were purchased in the auction and an additional 20 have been donated to the group. These pieces will be on display at the Paducah School of Art. The next goal for PHPG is to establish an African American Art Museum. Member Clark stated that the American Legion Building in Mayfield has received funding to rebuild their building. He suggested that PHPG reach out to them to discuss the potential for including some of these works in the design of the building for future display. Southside Public Art Proiect: Rhonda Mccorry from PHPG stated they have received additional feedback from the community regarding the art project. They also are planning a zoom call with artists for feedback and ideas. Mccorry stated they will share their findings with the group. The next step will be for the Council to draft a Request for Qualifications for the City to approve. Once the RFQ is released, the Council will form a committee to review the proposals. With regard to the financing of the project, Chairperson Ragland stated that we may need to look for sponsorships for the art. The Council also has a budget of $60,000 from the City for all projects. Preliminary feedback has indicated that a colorful, historical mural could be a good art project for the Southside. Rotary Club: Member Michael Cochran stated that the Rotary Club is in the very early stages of exploring the idea of doing something for Coleman Park. They are in the process of reviewing resources and ideas. Cochran stated he will provide updates to the group as the idea progresses. CCC Website: There continue to be issues with the "Search" feature of the website. When scrolling through the pages of search results, when you click on the "back" button, it sends you all the way back to the beginning rather than the point where you were previously. Guest Smolen stated that she will check with the City's Technology Department to determine if it is something their department can fix. Adjourn: Ragland made a motion to adjourn the meeting.
