HomeMy WebLinkAbout04-18-2024 MinutesCreative and Cultural Council Minutes – April 18, 2024 The Paducah Creative and Cultural Council met on Thursday 4/18/2024 at 5 pm at 122 Market House Square, Classroom B. Members (CM) in attendance were: Cindy Ragland, Steven Page, Cheryl Sullivan, Ashlea McMillan, Chad Clark and Michael Cochran. Members absent: Nic Hutchison and Basil Drossos. APROVAL OF MINUTES: Council Member Clark offered the motion, seconded by Council Member Reason. RHONDA MCCORRY: Rhonda McCorry is our guest speaker tonight. She is the newly elected President of the PHPG, Paducah Historical Preservation Group and was a former advisor of the PHPG committee. The PHPG received their 501c3 approval in October 2023. They’re currently working with the Sports Complex Design team and part of the discussion involving the use of Stuart Nelson’s name for the Annex. BOOK SIGNING: The date has not been set yet. Michael McBride who is a Nashville muralist is illustrating the Helen La France book written by Jane Waldrop. Entryway can be like a gallery. They’re asking MSU for the Ellis Wilson two pieces. HELEN LaFRANCE AUCTION: Auctioneer James R. Cash will be in charge of the auction of Helen La France paintings. Nancy Powless is looking for potential donors that will contribute to the community foundation which will allow to keep the paintings in the purchase area and help with tourism. PHPG and Powless are meeting with the potential donors on 5/1/2024 to try to secure some pledges. Donors will have until 5/9 to make deposits. The paintings are currently at Independence Bank in Mayfield and can be viewed online with their values on James R Cash’s website. 25 pieces are currently for sale with more than 50 more at Bruce Shelton’s house. Bruce can sell those directly. PHPG is considering that if a donor contributes more than $10,000, the collection will be available to your business to display for an amount of time. PHPG is also researching businesses that can display the community foundation collection once it is secured for 3-4 month exhibits. One venue they met with was the Quilt Museum. Southside public art update: Jetton project. PHPG is trying to gain further community input through a second survey. The Paducah Diversity Advisory Board is helping with the electronic survey. PHPG will ask CCC for their help with the call for artists after the second survey is complete. McCorry is looking for an artist that can capture the spirit of the Paducah Southside. But, the PHPG doesn’t have a vision for what the work is going to look like and could be open to other cities for artists. CM Clark says the request for the proposal is the most important document to get the ball rolling to define the criteria for what they want the mural to be and to encourage the right type of artists. The CCC considers this first project a test for the call for artists by laws. V. OLD BUSINESS: UPDATE ON RR VIADUCT ART PROPOSAL: Artist fee of $25/SF. 4 murals for $32,000 $250,000 to do it all. Council Member Clark calculated the additional Peylon $2/SF. Repair the whole thing on both sides. Labelle and Midtown (Broadway and Jefferson) Nathan Plaster. Contact thru Chris Black on the estimate. Council Member Ragland asked for an approval of the proposal which will now be submitted to the City Manager. CM Reasons offered the motion and CM Page seconded. MAP FOR DESIGN CORRIDOR: Council members Clark and McMillan will update the map with clarified icons before the next meeting. Southside to be added on the map. UNESCO YOUTH ORCHESTRA: CM Page explained that 7 orchestra students will have the opportunity to travel to Limoges, France during 3rd week of August 2024 to rehearse for a few days and perform. They are researching how to pay for the students plane tickets. Housing & meals are already covered. CM Page shared that this same group went to Korea in 2019 and that it is a UNESCO event. Limoges CVB met Steven in Korea and then Limoge’s CVB emailed Steven about the France opportunity this year. 3 of the students that will be participating are finishing 8th grade (14-17 years olds). CM Page discovered that there’s a $54 train ride from Paris to Limoges. GRAND UPDATE METRO HOTEL: CM Reasons said that the proposal for $1.34 million in grant money from the Carnegie Mellon Foundation has been submitted. City pledged $250,000 grant to Hotel Metropolitan with Betty Dobson as head of the Heritage Foundation. There will be a national search conducted for a Hotel Metropolitan business operations administrator. VI. NEW BUSINESS: QUILT CITY USA MURALS FUNDRAISER IN MEMORY OF MARY ARMSTRONG HAMMOND: CM Ragland explained that Quilt City USA Murals, Inc. has a selection process for choosing the artist for the project. This will be the 4th quilt as part of the Paducah Quilt City Murals, Inc. Rosemarie Steele, Bonnie Browning and Paul Aho are working on a design for it. They have viewed all of her different quilts. Garden Clubs will be sponsoring a portion of it. Kentucky Travel Association has named their Legacy Scholarship in Mary Hammond’s honor. VII. ROTARY: CM Cochran said that there are 2 possible $6,000 projects. Cultural service project at the Hotel Metropolitan. Something cultural. Coleman park possible ampitheater and or stage. Rotary club members would like to try some new ideas. Coordinate it with multiple groups. CM Sullivan said Jeff Williams has events at Robert Coleman Park and that we should ask him. Also that it might be good to add an educational as well as a cultural component. CM Page mentioned a stage and or band shell. CM Reasons said that she knows the Southside steering committee and mentioned we might want to access that input. ADJOURN: Ragland moves to adjourn, McMillan seconds.
