BACKGROUND INFORMATION
433 N. 7th Street is located within the H-2 Zone/ Lower Town neighborhood. It sits on
the corner lot of 7th and Harrison Street. The home is a Queen Anne style
The home appears in need of various exterior repairs and maintenance due to
missing or deteriorating siding, trim, windows, and paint. Many elements such as the
current siding, porch material, and some windows do not appear to be original.
The request made in this Certificate of Appropriateness is part of a large-scale
renovation project at the property with major improvements also planned for the interior.
PROJECT OVERVIEW
The Applicant requests a Certificate of Appropriateness to make the following
exterior renovations at the property:
Overview of exterior changes to primary home
• New Hardie board siding in tan (to replace all existing horizontal siding.)
Will be placed both horizontally and vertically around the house, see
attached plans for orientation
• New shake siding on dormers in copper red
• New Pella double hung- aluminum clad windows in white (approx. 25) –
Most are replacements of existing windows with some all new windows
placed in the gables of the house and garage facing 7th Street
• New wooden front door, new wooden side door
• Column revisions and additions (brick bases topped with 6’ x 6’ wrapped
wood in white)
• Removal of existing stonework on front porch, replaced with brick.
• New 3/4” x 12” trim board painted white along house
• Two new decorative gable vents placed on Harrison Street side gables
• New full eave return on front of house
New attached garage to be built in side yard
• Driveway extending from new garage opening to 7th Street
• Two white garage doors
• New 1’ x 6” brick veneer wainscot to match home
• New 3/4” x 12” trim board painted white along house
• New horizontal Hardie board siding in tan to match home, new shake siding
in copper red in dormers
• Asphalt shingles
• Gabled roof with dormer to match primary home
• In line with home’s front elevation
Additionally, the front of the house currently has two entry doors. The rightmost
door is to be removed and sealed with the remaining door to become the main entrance.
This doorway will use the new wooden door presented in the application materials.
The colors used for the Hardie board siding come from the Sherwin Williams
Historic Paint Collection.
Due to the home’s location on a corner lot and its lack of access to an alleyway the
proposed garage addition is to be placed in the side yard of the property. It will extend
from the home and end 6 feet from the property line. It will open into and be accessible
by 7th street.
Other elements such as parts of the brick veneer wainscot and some siding will be
repaired rather than be replaced when appropriate. The existing shingle roof on the
primary home is to remain.
STAFF ANALYSIS
Per the application and included plans there are no building materials which are
inconsistent with the H-2 Design Standards. This project uses appropriate siding,
window, trim, column, and roof material.
Regarding design the windows proposed also meet design standards criteria. Per the
included spec sheet, the proposed windows can meet the requirement to have permanent
muntins for the simulated dividing lights atop each window. They also are double hung
and use an appropriate material. The windows currently at the property also appear in
need of repair or replacement with some also appearing to not be original.
The design of the attached garage is intentionally and closely matched to that of the
primary home which fulfills a main requirement of the design standards. It also is shown
in the submitted plans to not to violate the 6” side yard setback requirement for the zone.
Due to the appropriate use of material and the effort to fully revitalize the entire
structure Planning Staff recommends approval of this project and does not propose any
alternative materials or design elements.
RECOMMENDED MOTIONS
Based on the above, staff recommends approval of the request and recommends the
following motion:
I move that this Commission Approve the Certificate of Appropriateness request of Hilary
Wright/i5 Design Group for exterior renovations and new construction at 433 N. 7th Street.
I further move that the approval be based on the following findings of fact
• The proposed action is in conformity with the requirements and intent of the zoning
ordinance and complies with a majority of the H-2 Design Standards
