Chairman Jones called the called meeting of the HARC to order at 5:30 pm.
APPROVAL OF MINUTES
Chairman Jones offered the following Motion:
I move that the reading of the minutes for January 8th, 2023 meeting be waived and that the minutes of said meeting, prepared by the secretary, be approved as written.
Commissioner Johnson provided a second.
The motion passed with 4 Ayes (Coltharp, Campbell, Johnson, Jones) 0 Nays

Applicant: Scott Stokesberry Address: 414 N. 7th Street
Request for Certificate of Appropriateness
Planning Staff presented the staff report.
The floor was opened up to discussion with the applicant.
Chairman Jones discussed with the applicant alternative solutions instead of approving the removal of original windows as proposed in the application. Solutions highlighted in the discussion
included allowing the use of storm windows to be placed at the property.
Stokesberry asked for the HARC to clarify exactly what would and would not be allowed on the property regarding their project.
Commissioner Johnson read the following motion:
I move that this Commission Approve the Certificate of Appropriateness request of Scott Stokesberry specifically for:
Replacement of double entrance doors with aluminum clad doors to match current configuration
Allow interior mounted storm windows. To be least obtrusive as possible and use aluminum or wood frames.
All existing wood windows, transom, and trim on the front of the property are to remain.
The Motion was seconded by Commissioner Campbell and adopted with 4 Ayes (Coltharp, Campbell, Johnson, Jones) and 0 Nays.
Public Comment
At the close of the agenda item the floor was opened to Public Comment.
Valerie LaFont- 415 N. 7th Street
Asked the HARC of the economic value that their regulations bring to Paducah. They questioned if the benefit is intended for the City government as from her experience as a resident
in Lowertown the HARC regulations have been an obstacle and have done little to benefit her as a homeowner.
Commissioner Coltharp and Jones spoke thoroughly of the history of the Lowertown neighborhood and its revitalization program which included the initial historic designation and the formation
of the HARC.
Commissioner Johnson spoke to the economic benefit as seen through that of property values and the prices of homes sold in the neighborhood in contrast to previous values before the
HARC regulations.
Jay & Char Downs – 421 N. 7th Street
Stated that they believe the historic district brings many benefits to its residents and the City of Paducah. They appreciate the environment that the district creates and they follow
the HARC regulations closely.
Adjournment
Chairman Jones made a motion to adjourn the meeting. Commissioner Coltharp provided a second.
The motion passed with 4 Ayes (Coltharp, Campbell, Johnson, Jones) 0 Nays
The meeting was adjourned at 6:25 PM
