BACKGROUND INFORMATION
414 N. 7th Street is located within the H-2 Zone/ Lower Town neighborhood. The
property is divided into separate units. It has a brick exterior with the first story façade
painted white. A black awing also runs across the front of property.
PROJECT OVERVIEW
The Applicant requests a Certificate of Appropriateness to replace the doors,
windows, and transoms located on the front and rear of the property. Each element is to
be replaced with new Pella aluminum clad wood material in black. The Applicant also
states that the front windows need replacement as they have begun to ice over on the
interior during the winter. Additionally, they state all existing wood trim is to remain
intact.
Front
The elements to be replaced on the front façade are on the ground level only. The
second story windows are not to be replaced.

On either side of the front door are sets of nine wooden windows painted black.
Their configuration is that of a bottom row with three large windows with six smaller
windows lining the top (two over each bottom window.) The windows have no grilles.

The three windows on each bottom half are to be replaced each with a fixed frame
36 in x 56 in Pella aluminum clad wood window in black with no grilles.
The six windows lining each top half are to be a fixed frame 18 in x 36 in Pella
aluminum clad wood window in black with no grilles.

The existing front door appears to be unoriginal and have two square transom
windows above. The doors are to be replaced with a 59 ¼ in x 81 ½ in double inswing
door using Pella aluminum clad wood in black.
The two transom windows are to use a fixed frame 29 ½ in x 34 in Pella aluminum
clad window each. Both in black with no grilles.

Rear
The rear door currently is wooden with a large glass panel and one large
rectangular transom window above. The proposed replacement door is a right inswing
33 ½ in x 79 ½ in Pella aluminum clad wood door in black.
The transom window will be replaced with a rectangular fixed frame 33 ½ in x 17 in
Pella aluminum clad wood window in black with no grilles.

STAFF ANALYSIS
Per the H-2 Design Standards new windows should be compatible with original
windows in form, material, pattern, configuration, size, and placement of openings.
Regarding replacement windows as a whole the design standards strongly
recommended first the repair of original windows before replacement is made. However,
replacement windows are still permitted and are not disallowed.
Specifically, regarding the material of new replacement windows on existing
structures the design standards state that replacement windows must be solid wood with
no exterior cladding.The proposed Pella aluminum clad wood windows presented in the
application do not meet this criteria. However, aluminum clad windows are still allowed
on new construction so there is a precedent for this material being used within the H-2
zone.
In contrast, many other criteria regarding size, pattern, configuration, and style are
met and are complimentary to the original windows at the property.
For example, the two sets of front windows retain the same configuration using three
36 in. wide windows along the bottom with six 18 in. wide windows along the top. This
retains the original sizes and profile with each bottom window having two 18 in. wide
windows above it. Their style and appearance also remain unchanged with no new
pattern, grilles, muntins etc. Additionally, all wood trim is to remain as well.
Regarding the proposed doors the H-2 Design standards do not have an exclusionary
component pertaining to the use of wood with exterior cladding such as they do with
windows. Additionally, the rear door and transom is not visible from the roadway so no
alternative recommendation for them should be made.
However, Planning Staff recommends a discussion by HARC to determine the
appropriate use of material for the front façade whether aluminum clad wood in black as
proposed or strictly solid wood.
Planning Staff believes it is the intent of the application to match and compliment the
appearance of the existing windows and doors located at the property. While the
proposed material is not strongly supported in the design standards it is the overall
comprehensive effort to match the original visual appearance of the doors, windows, and
transoms that Planning Staff recommends approval for the project.

RECOMMENDED MOTIONS
Based on the above, staff recommends approval of the request and recommends the
following motion:
I move that this Commission Approve the Certificate of Appropriateness request of Scott
Stokesberry for door, window, and transom replacement at 414 N. 7th Street.
I further move that the approval be based on the following findings of fact
• The proposed action is in conformity with the requirements and intent of the zoning
ordinance and complies with a majority of the H-2 Design Standards for window
replacement
