Chairman Jones called the called meeting of the HARC to order at 5:30 pm.
APPROVAL OF MINUTES
Commissioner Johnson offered the following Motion:
I move that the reading of the minutes for December 11, 2023 meeting be waived and that the minutes of said meeting, prepared by the secretary, be approved as written.
Commissioner Coltharp provided a second.
The motion passed with 3 Ayes (Coltharp, Johnson, Jones) 0 Nays
New Cases
Case #CZC2023-0010
Applicant: Brock Tucker/Heartland Garages Address: 1524 Monroe Street
Request for Certificate of Zoning Compliance
Planning Staff presented the staff report.
The floor was opened up to discussion with the applicant. Mr. Tucker clarified where vinyl was placed around the primary home.
Chairman Jones recommended the roof pitch of the proposed garage be matched closer to that of the primary home.
The HARC discussed the potential limited visibility of the garage. Notable factors determined limiting its sight from street view were its location down an alleyway, behind a fence,
and not being on a corner lot.
Commisioner Johnson then read the following motion:
I move that this Commission Approve the Certificate of Zoning Compliance request of Brock Tucker/Heartland Garages for the construction of a detached garage in the rear yard of 1524
Monroe Street.
I further move that the approval be based on the following findings of fact:
The proposed action is in conformity with the zoning requirements and intent of the Ordinance
The proposed garage is in conformity and complies with a majority of the NSZ Design Standards.
The proposed garage will have roof pitch complimentary to the primary home’s pitch.
The proposed garage’s visibility is limited from street view.
The Motion was seconded by Commissioner Coltharp and adopted with 3 Ayes (Coltharp, Johnson, Jones) and 0 Nays.
Case #CZC2023-0011
Applicant: Matt Acosta Address: 221 Harahan Blvd.
Request for Certificate of Zoning Compliance
Planning Staff presented the staff report.
Due to limited details in the original application the HARC and Planning Staff both requested that if the applicant Mr. Acosta had any examples or photos of the current conditions of
the existing windows at his property and of the proposed new vinyl windows that he present them now.
Mr. Acosta then provided photos of the current conditions of the windows at the property.
The HARC discussed the limited information provided in the original application but recognized the urgency of the windows to be replaced from the photos now provided by Mr. Acosta.
The HARC determined that neither approval nor denial would be given at this current hearing. Chairman Jones recommended that he would consider an administrative approval if Mr. Acosta
can provide the necessary examples of the existing windows and the proposed new windows to Planning Staff.
Commissioner Coltharp then read the following motion:
I move that this Commission table this item from this meeting and consider it for an administrative approval once the required information is provided by the applicant.
The Motion was seconded by Commissioner Johnson and adopted with 3 Ayes (Coltharp, Johnson, Jones) and 0 Nays.
Adjournment
Chairman Jones made a motion to adjourn the meeting. Commissioner Johnson provided a second.
The motion passed with 3 Ayes (Coltharp, Johnson, Jones) 0 Nays
The meeting was adjourned at 5:57 PM
