PROJECT OVERVIEW
The Applicant requests a Certificate of Zoning Compliance to replace 23 windows
located on the sides and rear of the property with new vinyl windows. Additionally, they
request to paint the windows located on the front of the home.
The Applicant states that the existing windows on the property have deteriorated
and began to leak water into the home and need repair.
Description provided by applicant: “Replace 23 existing windows on back and sides
of house with vinyl window technologies replacement windows with no grids, as current
ones are leaking and rotting. The front of house windows will not be touched these will
be painted.”
The provided description contains all information given by the Applicant. No other
information, photos, or examples were provided for either the current windows or their
proposed vinyl replacements.
STAFF ANALYSIS
Regarding the NSZ Design Standards the criteria for windows replacement is as
follows:
“Windows must be approximately the same size as the original window opening
(within 2 inches) and resemble the original window construction including light dividers
(muntins), sash, jamb and trim sizes. Windows may be constructed of wood or wood-
clad. Vinyl windows allowed on existing structures as part of a rehabilitation project if
consistent with historic profiles.”
The application specifically lacks detailed information on the design and style of the
23 windows to be replaced. Due to the lack of information it is difficult to conclude that
the replacement windows are complimentary to the original window construction.
Information needed is as follows:
• Design details/style of current windows (size, muntin profile, etc.)
• Details of which specific 23 windows are being replaced (are they all the same
size, style of windows?)
• Clear example of new vinyl window (one over one, double hung etc.?)
• Description of paint color for front windows

Due to a lack of information Planning Staff recommends a tabling of this case until
the next available meeting to allow for more information to be provided by the
Applicant.
RECOMMENDED MOTIONS
Based on the above, staff recommends the following motion:
I move that this Commission table the Certificate of Zoning Compliance request for window
replacement at 221 Harahan Blvd.
