BACKGROUND INFORMATION
1524 Monroe Street is located within the Neighborhood Services Zone/ Fountain
Avenue neighborhood. It has a brick exterior and a gabled roof with asphalt shingles.
The rear yard is contained with a wooden fence and is accessible by an alleyway
opening along N. 16th Street.
PROJECT OVERVIEW
The Applicant requests a Certificate of Zoning Compliance for the new construction
of a detached garage in the rear yard of 1524 Monroe Street.
Proposed Exterior Details:
• Construct new 24’ x 34‘garage
• Two 10’ x 8’ overhead garage doors facing alleyway, painted black
• 6’x26’ concrete apron along alleyway opening
• Vinyl exterior siding in white
• 4/12 roof pitch with 30-year dimensional shingles to match house
• 9’ walls
• One steel exit door facing house
• Two 3x3 windows both facing the house (material not listed)
• 5” Seamless Gutters painted black
• 3 exterior lights
• Setback 75’ from the house, 10’ from the alleyway
• Placed 25’ and 20’ from each neighboring property line

STAFF ANALYSIS
The Project’s details and design features as described above and in the application
are consistent with Section 126-120 of the Paducah Zoning Ordinance and a majority of
NSZ Design Guidelines.
The roof shape and material are complimentary to its primary house and all rear yard
setback requirements are met. The proposed garage also does not interfere with the
neighboring property lines.
Regarding the NSZ Design Standards there is one conflict pertaining to the use of
exterior siding material. The proposed material is listed as vinyl which per the standards
is not an accepted siding material for new construction. Regularly accepted materials are
wood, cement fiberboard (hardi-plank) high density polymer, and traditional stucco.
However, to note is the garage’s potential visibility due to its placement within the
rear yard. The garaged is to be placed 10 feet into the yard from the alleyway and be
placed behind a wooden privacy fence in the second lot from the street. This will obscure
the garage partially from view of the roadway. Planning Staff recommends HARC
discuss this further. If the HARC determines the view is adequately limited then Planning
Staff recommends approval of the project as proposed in the application with the use of
vinyl siding.

If the HARC does not permit the use of vinyl siding material for the garage then Staff
recommends the use of materials such as wood, cement fiberboard, traditional brick, or
stucco.
Overall Planning Staff recommends approval for this project.
RECOMMENDED MOTIONS
Based on the above, staff recommends approval of the request and recommends the
following motion:
I move that this Commission Approve the Certificate of Zoning Compliance request of Brock
Tucker/Heartland Garages for the construction of a detached garage in the rear yard of 1524
Monroe Street.
I further move that the approval be based on the following findings of fact
• The proposed action is in conformity with the zoning requirements and intent of the
Ordinance
• The proposed garage is in conformity and complies with a majority of the NSZ Design
Standards.
