Clay Robinson Shawnee Professional Services At Large Member Guests present: None WELCOME AND INTRODUCTIONS Eric Stuber called the meeting to order at 9:10 AM and thanked everyone for attending. APPROVAL OF SEPTEMBER 7, 2023 MINUTES Eric Stuber asked that the minutes from the September 7, 2023 meeting be approved. Rick Windhorst made a motion to approve the Minutes from the September 7, 2023 meeting. Dallas McKinney seconded the motion and the motion carried. OLD BUSINESS None NEW BUSINESS A. ESRI Enterprise Licensing Agreement (ELA) Renewal 2 Eric Stuber opened the discussion regarding the ESRI ELA by asking if everyone had time to review the 4 models sent via email on September 19, 2023 to all members and if there were any initial comments or questions. Rick Windhorst stated that he was having second thoughts on the model he suggested we consider (Model 3 – Utility Sharing model) as it negatively impacts Joint Sewer Agency by raising their share of the fees 246%. In addition, Rick suggested we could eliminate model 4 (Adjustment model) as an option due to the fact that it is not based on any set metrics. A question was raised by Josh Webb on which model aligns most with where the ESRI ELA is headed in the future; given that there is a major push by ESRI to move people to ArcGIS Online. Eric Stuber stated that the ArcGIS Online (AGOL) metrics are all based on storage and editing/analysis. That leads him to believe that model 2 (GIS FTE plus Servers) is the most aligned with where ESRI is heading as what we will likely be charged for in the future is storage, analysis, and editing. All of those items are directly attributed to GIS editors/analysts on staff at each organization and servers that generate content to be stored in AGOL. Model 2 does, however, raise the City’s share of fees considerably as they also pay for McCracken County and E911’s fees as required by the GIS Maintenance agreements in place with both entities. Eric brought up that he budgeted for an increase but not as much of an increase as model 2 calls for. Nathan Bradley suggested we use some of the consortium fees to offset this year’s renewal so it does not negatively impact the City and future years can be added to the budget. As this is outside of the scope of the meeting, Eric suggested we discuss this at the December regularly called meeting. B. Motion to Adopt ESRI ELA Fee Share A motion was made by Nathan Bradley to adopt model 2 (GIS FTE plus Servers) as the fee share for the next 3-year term. The $68,000 total ESRI ELA fee will be split as follows: Paducah Power $16,753 City of Paducah $23,301 Joint Sewer Agency $4,188 Paducah Water $14,430 McCracken County $1,866 E911 $7,462 3 Rick Windhorst seconded and the motion carried. ADJOURNMENT There being no further business, a motion to adjourn was made by Anthony Copeland and seconded by Josh Webb and the motion carried. The meeting was adjourned.
