Trees for review and/or permit approval:
a. 1400 Reed Avenue b. 1035 Elmdale Road *J. Perkins presented letter of opinion for the TAB to preserve both trees.
Tree Week was last week – WKCTC planted trees and various other events, KY Tree Climbing
Championship
*J. Perkins gave update on events and KY TCC in Cumberland Falls, KY
*J. Perkins noted that he was in conversations with the TCC committee in hopes that Paducah may
possibly host the event in 2024 or 2025 at Noble Park or Carson Park
Outreaching to other groups in our community: Garden clubs, etc. for assistance with Urban
Forestry/Paducah Trees awareness and projects
*Jessiann McCarthy stated that the Paducah Garden Club (PGC) hopes to keep at least 3 club members
present at TAB meetings and that they are looking for opportunities to contribute, especially with
community education. PGC will coordinate with J. Perkins/TAB in the near future regarding what to
teach/educate the community on and how to collaborate. J. Perkins provided his phone no. to Ms.
McCarthy following the meeting.

a. City/County Planning commission meetings? Just informed that McCracken County has
adopted some new landscape requirements.

c. Paducah Riverfront Redevelopment design nearing completion – 90%
Department Updates?
*Palmer Stroup (Planning dept.) updated the TAB on an upcoming tree planting event between Planning,
Parks, and Urban Forest Initiative (UFI) at Kolb Park, Friday, October 27th at Noon.
*Nic Hutchison (Planning dept.) provided updates on revisions/additions to the landscape ordinance to
limit clear-cutting of new property development.

OUR PURPOSE:
(1) To hear all appeals from denials of applications for permits required by this article. (2) To adopt rules for the conduct of such hearings, which rules shall uniformly apply to all such appeals.
(3) To follow the hearing of such appeal to cause its decision to be reduced to writing. (4) To advise appropriate municipal agencies on matters of care, preservation, planting, removal, replacement or disposition of trees in parks, along streets and in public areas as needed.
(5) To promote urban forestry. (6) To review and recommend as necessary the master street tree plan prepared and submitted by the Appointee. Attached Images:

RE: Review of Trees in Public R/W: 1035 Elmdale Rd, 1400 Reed Ave.
Mr. Murphy, et al:
On August 18, 2023, Mr. Greg Guebert with the City of Paducah requested a review of 1 pin oak
(Quercus palustris) at 1035 Elmdale Rd. and a cluster of 3 trees – pin oak and cherrybark oak (Quercus
pagoda) at 1400 Reed Ave. by the Paducah Tree Advisory Board (TAB).
Upon review of the above listed tree locations, the following is the opinion of the Board:
1035 Elmdale Rd. – The existing tree lives within the grass utility strip between the sidewalk and the
asphalt street. It is infringing into the sidewalk and the roadbed however the tree is in good to excellent
condition and is in no apparent need for correction or removal. It is recommended that this tree be
preserved in good health and that a permeable and flexible paving material be used to replace the
existing sidewalk if required. Minimal disturbance of the tree’s root is necessary to maintain the health of
the tree.
1400 Reed Ave. – The cluster of existing trees live along a minimally-used gravel alleyway across from a
new home and PVC fence. The trees appear to be in good to excellent condition - very healthy and
unlikely to fail. It is recommended to preserve all trees in good health.
