Paducah City Hall Commission Chambers Attendees: Chris Jones, Heather Coltharp, Melinda Winchester Absent: Amanda Johnson Staff: Nic Hutchison- Director of Planning, Palmer Stroup-Planner I Guests: Lisa Chappell -Applicant, Alisha Bobo -Applicant, Lowertown Neighborhood- Various Commissioner Jones called the called meeting of the HARC to order at 5:30 pm. APPROVAL OF MINUTES Commissioner Winchester offered the following Motion: I move that the reading of the minutes for meeting be waived and that the minutes of said meeting, prepared by the secretary, be approved as written. Commissioner Coltharp provided a second. The motion passed with 3 Ayes (Winchester, Jones, Coltharp) 0 Nays Addition to Agenda Commissioner Jones offered the following Motion: I move that a period of public comment be added to the agenda and placed after the reading of our primary cases. Commissioner Winchester provided a second. The motion passed with 3 Ayes (Winchester, Jones, Coltharp) 0 Nays New Cases Case # CZC2023-0004 Applicant: Lisa Chappell Address: 510 N. 16th Street Request for Certificate of Zoning Compliance for new garage construction. Planning Director Nic Hutchison presented the staff report. Commissioner Coltharp made following motion: I move that this Commission find as fact that the proposed Project at 510 N. 16th Street conforms with the standard of historical integrity set forth in Section 126-120 of the Paducah Zoning Ordinance and that this Commission specifically finds as fact that: • The proposed action is in harmony with the wording and intent of the Ordinance; • The proposed action is complementary to all conforming structures within the zone; and • The proposed action is in conformity and complies with a majority of the NSZ Design guidelines and Secretary of Interior Standards for Rehabilitation. I further move that the requested approval for the Certificate of Zoning Compliance be given to Lisa Chappell to: • Construct a new garage in the rear yard of 510 N. 16th Street The Motion was seconded by Commissioner Winchester and adopted with 3 Ayes (Winchester, Jones, Coltharp) and 0 Nays. Planning Staff Palmer Stroup presented the staff report. Commissioner Winchester made following motion: I move that this Commission find as fact that the proposed Project at 320 N. 7th Street conforms with the standard of historical integrity set forth in Section 126-115 of the Paducah Zoning Ordinance and that this Commission specifically finds as fact that: • The proposed action is in harmony with the wording and intent of the Ordinance; • The proposed action is complementary to all conforming structures within the zone; and • The proposed action is in conformity and complies with a majority of the design guidelines and Secretary of Interior Standards for Rehabilitation. I further move that the requested Certificate of Appropriateness be given to: • Construct a new garage in the rear yard • Demolish the existing block garage • Extend the driveway to meet the new garage and add an adjacent sidewalk The Motion was seconded by Commissioner Coltharp and adopted with 3 Ayes (Winchester, Jones, Coltharp) and 0 Nays. Public Comment At the closing of the last case the floor was opened to public comment. Allan and Joanna Rhodes - 337 N. 7th Street Asked for an update on the violation at 302 N. 7th Street. Commented that the exterior work on the house sets a negative precedent and expectation for what is allowed in Lowertown. Merle Paschedag – 422 S. 4th Street Asked for deadlines regarding the violation at 302 N. 7th to come into compliance. Asked how to access City records through the City Clerks office. Rick Evans – 503 N. 7th Street Commented that there should be no exceptions made for homes in violation in Lowertown. Richard Glasscock – 722 Harrison Street Inquired about the permitting process for the work done at 302 N. 7th Street. Marcia Berenter – 321 Madison Street Echoed previous comments about dissatisfaction with the violation at 302 N. 7th and the impression it makes on the community. Tammara Tracy – 227 N. 6th Street Thanked the members of the Lowertown for attending meeting, stating their presence shows their care for the neighborhood. Requested for more documentation be available for cases in advance.
