The Paducah Creative and Cultural Council convened for a meeting on August 17, 2023 at
5:00 p.m. at 122 Market House Square, Classroom B. Upon call of the roll, the following
answered to their names: Cindy Ragland, Basil Drossos, Chad Clark, Ashley McMillan, and
April Cochran. Morgan Walker, Steven Page, and Nic Hutchison were absent. Tod Taber &
Rob Estes from Dry Ground were also in attendance.
APPROVAL OF MINUTES
Council member Clark offered the motion, seconded by Council member Drossos to approve
the Minutes for the July 20 meeting of the Council. All in favor.
MURALS ON TRAIN OVERPASS DRY GROUND/JEFFERSON & BROADWAY
Guests Tod Taber & Rob Estes from Dry Ground discussed potential murals on train overpass.
The railroad seems to be amenable to the idea. What is needed from the Council is an idea of
what we want on mural. Estes discussed need to get it to a paintable surface with
smoothing/repair/stabilization. Hoping railroad would be interested in paying for that portion.
General consensus is that the area businesses would be interested in supporting the project
via sponsorships. Council member Drossos expressed concern the trestles appear in very iffy
shape and suggested we don’t let our desire to make it pretty blind us to condition of the
overpass re: structural safety. Suggest we need firm buy-in from RR to make sure the safety
issues are addressed.
It was suggested that railroad imagery should be part of the art, and that the mural reflect
Paducah history. Other ideas included promotion of Midtown, Trolley, 1937 flood marker,
inclusive community. It was suggested that Midtown businesses could offer letters of support
for the project. Council member Clark will start a rough draft as a jumping off point and
Taber/Estes will supply some detail.

BOARD MEMBERS UPDATE
Council member Birdsong has had to resign from the CCC as he’s taking over leadership of
Glema Mahr Center for the Arts and can’t make our meetings. Council member Clark is
leaving Paducah City employment and thus can’t fill the city position on our Council.
However - consensus is we would like him to fill the open citizen member position,
completing the rest of Birdsong’s term and will express to the Mayor our hope that he will
appoint Clark to that term.
WEBSITE UPDATE
Rebecca Denflip is unable to take over updating our website. Council member Clark made
the motion that we have Socially Present make the required updates to get our website
current. Council member McMillian seconded - motion carried. Clark will come up with the
list of items which we need done on the site.
AIRPORT RECEPTION UPDATE
Council member Ragland reported on the preparations for the reception at the new airport
terminal featuring public art and the three artists commissioned to do the pieces. We will
sponsor the reception along with Barkley Regional Airport and Blue Sky Alliance on
September 16 from 2-4:00. Meet and greets with the three artists (Guy Kemper, Nikki May and
Russell Bash), signed prints of the art, hors d’oeuvres by Fresh Foodies and music. Kijsa
Housman created the invitation, Mike Stone will do toast beverage. Need to be sure the
Airport board and Blue Skies board are invited to the event.
REVISED BUDGET
Council member Hutchison not in attendance to discuss. However, the Mayor has requested
a budget for our website maintenance. Council member Clark will touch base with Socially
Present for this.

CCC MAILING LIST
Council member McMillan has created a Google spreadsheet to share among Council
members using the CSI invite list as a beginning. She will email that out.
GUY KEMPER LECTURE
Council member Ragland reported Guy Kemper will give a public lecture at Yeiser Art Center
sponsored by the Paducah School of Art and Design. If there is a rental cost of facility - the
consensus was CCC should pay it.
OTHER BUSINESS
-Council member McMillan reported on the Robert Burns Dinner which is going to be held at
Paducah Beer Works on January 20, 2024.
-Council member Drossos moved to adjourn the meeting at 6:04.
