in the power sector and the current climate and energy goals of the Biden
administration. He outlined at a high level the main provisions of EPA's proposed

Mr. Ward then discussed several of the main concerns with the new
that he expects AMP's comments to address, including: (i) retention of
for small and limited use coal and natural gas generators; (ii) flaws in
Best System of Emission Reduction standard presently incorporated in the

G reduction implementation requirements; (iv) failure to consider the stranded
s of generators that would be incurred by complying with the rules; and (v)
risks to the reliability of the bulk power system that could result from
of the rules. He noted that NERC already assesses the long-term
Midcontinent Independent System Operator (MISO) to be at "high
even before MISO must face the challenges of implementing the proposed
rules. Mr. Ward closed his presentation by outlining some of the steps that
public power entities should consider taking in order to shape the final form of
EPA's new GHG rules in a manner that would enable them to continue providing
