AN ORDINANCE AMENDING SECTIONS 2-274, 2-275, 2-277, AND
2-278, POLICE DEPARTMENT, OF CHAPTER 2, ADMINISTRATION, OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That Section 2-274, "Appointee Probationary Period", of
Chapter 2, Administration, of the Code of Ordinances of the City of Paducah, Kentucky,
is hereby amended to read as follows:
"Sec. 2-274. Appointee probationary period.
(a) All appointments to the Police Department shall be for an initial
probationary period of one year from the completion of the field training pro

Department, not a member as the term is used in KRS 95.450. No appointee shall be
deemed a member of the Police Department until such time as the appointee has
satisfactorily served the one-year probationary period. At such time as the appointee may
have successfully completed one year of service, he shall become a permanent employee
of the Police Department and, therefore, a member of the Police Department entitled to
the procedures of KRS 95.450.
(b) Until the one-year probationary period has elapsed, the appointment
shall be conditional. As such, the appointee shall not be entitled to the discipline
procedures of KRS 95.450. At any time during the appointee's probationary period, he
may be summarily removed by the Board of Commissioners."
SECTION 2. That Section 2-275, "Number, Rank and Salaries of
Members; Clothing Allowances; Issuance of Handgun", of Chapter 2, Administration, of
the Code of Ordinances of the City of Paducah, Kentucky, is hereby amended to read as
follows:
"Sec. 2-275. Number, rank and salaries of members; clothing allowance;
issuance of handgun.
(a) Schedule of salaries and positions. The number and rank of
members of the Police Department of the city and the salary of each position that shall be
paid upon satisfactory completion of consecutive years of service in the Police
Department shall be as established by ordinance. The schedule of salaries and positions
shall be on file with the City Clerk.

his shift commander or captain in charge of a division and the department executive
officer, and the certification of the Chief of the Police Department, that a police officer
possess qualifications and has achieved standards of performance established within the

Department, after approval by the City Manager, a police officer may be designated a
first class police officer after successfully completing a minimum of five years of service
with the Department. Designation as a first class police officer shall not constitute a
promotion in rank, and such designation shall cease upon failure by a police officer to
maintain the level of qualifications and standards of performance which he was originally
certified to possess.
Cc" Additional compensation for special duties. A police officer who is
regularly assigned to investigative duties in the Special Investigative Unit (S.I.U.) and
officers assigned to investigative duties as a detective or bomb technician by the Chief of
the Police Department, with the approval of the City Manager, shall, after the first 30
days of such assignment, receive additional compensation, as established by ordinance,
per bi-weekly pay period.
(d)(e) Clothing allowance; issuance of handgun.
(1) Each officer shall receive an initial clothing allowance of $500.00,
and, in the event such officer shall fail to serve in the Department
for more than one year, all clothing purchased with the initial
clothing allowance shall be returned to the Department. The
Department shall furnish all leather items of equipment, except
shoes, which items shall remain the property of the Department
and shall be returned to the Department upon the departure of an
officer from the Department for any reason other than retirement.
(2) Each officer shall be issued a soft body armor vest, at time of
initial employment, at no cost to the employee. Body armor vests
issued by the city will be replaced at no cost to the officer in
accordance with the manufacturer's specifications. Vests will be
returned to the city upon replacement or upon the officer's
termination of employment.
(3) Each officer shall be issued a handgun, which shall remain the
property of the city.

The City will establish
a credit/vendor or commissary system for employee purchases of
clothing_ Effective January 1, 1997, a four hundred dollar ($400)
vendor credit per officer will be distributed the I' day of January
of each subsequent year. The officer may use his credit at any time
during the year but will not be allowed to caM over = unused

SECTION 3. That Section 2-277, Compensation for Attending Court
While Off Duty, of Chapter 2, Administration, of the Code of Ordinances of the City of
Paducah, Kentucky, is hereby amended to read as follows:
"Sec. 2-277. Compensation for attending court while off duty.
Compensation for attending court while off duty shall be disbursed by the

the City's overtime paypolicies.”
SECTION 4. That Section 2-278, Educational Incentive Plan, of Chapter
2, Administration, of the Code of Ordinances of the City of Paducah, Kentucky, is hereby
amended to read as follows:
"Sec. 2-278. Educational incentive plan.
(a) The city hereby establishes an educational incentive plan,
hereinafter referred to as the Paducah Police Officers Educational Incentive Plan, which
is to be funded by the City
(b) All police officers, as defined by KRS 15.420, of the Paducah City
Police Department shall have an equal opportunity to participate in the Paducah Police
Officers Educational Incentive Plan. All officers may obtain the maximum load
incentive through continued education.
(c) In order to be eligible to participate in the Paducah Police Officers
Educational Plan, an officer must:
(1) Enroll in a degree program at an accredited college or university
for the purpose of achieving an associate, baccalaureate, or higher
degree in an area related to law enforcement or suitable for persons
employed in law enforcement; or
(2) Have been awarded such a degree by an accredited college or
university.
(d) In order to receive educational incentive monies under the Paducah
Police Officers Educational Incentive Plan, an officer must cause an official current

(e) For the purpose of the Paducah Police Officers Educational
Incentive Plan, only those college credit hours which have been certified and accepted
toward an associate, baccalaureate, or higher degree by the accredited college or
university at which the police officer is, or was, classified as a matriculated student will
be applicable for educational incentive payment. Furthermore, educational incentive
payments shall be made only on the basis of successfully completed college hours.
According to this educational incentive plan, "successfully completed" (as used above)
shall be defined as earning at least a "C" on a letter grade basis or a pass on a pass -fail
basis. Once an officer has earned a degree, any grade accepted by the college or

university toward that degree may be used to qualify the police officer for educational
incentive monies.
(f) Educational incentive payments shall be disbursed by the city in

reimbursement policy.
(g) Credit hours earned will be retotaled annually on June 30. No
officer shall be reclassified to a higher level of educational incentive payment except on
this date. In order to be eligible for reclassification, an officer's official transcript must be

Police no later than 15 days prior to the respective classification date.
(h) No officer shall be reclassified to a higher level of educational
incentive payment until the officer causes a current official transcript to be submitted to:

(2) The Paducah Chief of Police, who shall verify reclassification
through a review of the officer's official transcript."
SECTION 5. This ordinance shall be read on two separate days and will
become effective upon summary publication pursuant to KRS Chapter 424.
