The Paducah Creative and Cultural Council convened for a meeting on July 20, 2023 at 5:00
p.m. at 200 Kentucky Avenue. Upon call of the roll, the following answered to their names:
Cindy Ragland, Basil Drossos, Chad Clark, Steven Page, Todd Birdsong and April Cochran.
Ashley McMillan, Morgan Walker, and Nic Hutchison were absent.
APPROVAL OF MINUTES
Council member Clark offered the motion, seconded by Council member Page to approve the
Minutes for the June 15 meeting of the Council. All in favor.
ART POLICY UPDATE
Council member Ragland reported that she and Council members Clark and Hutchison met
with Michelle Smollen regarding our proposed Public Art policy. She will present it to the City
manager and come back to us with any questions.
WEBSITE UPDATE
Council member Birdsong reported that he has spoken with Rebecca Denflip about updating
our website. She has experience with Word Press and is willing to add the artists who have
submitted for inclusion to our site plus revise/add our board members bios and photos for
$350. Council member Drossos offered the motion to authorize Birdsong to finalize
arrangements with Denflip to pay $350 to update our website. Council member Ragland
seconded, motion carried. Birdsong will see what she requires as a monthly stipend to keep
site up to date.
REVISED BUDGET
Due to absence of Council member Hutchison, discussion of budget was tabled to our next
meeting. Council member Cochran was concerned that any budget we request not take
away from the established arts organizations requests, noting that their grant requests were
funded at lower levels this year and hoped there was not a connection. The Council
concurred.

LOWERTOWN ARTS MEETING
Council members Ragland, Hutchison and Clark attended a meeting of the Lowertown
Neighborhood assn designed to bring mutual awareness of C&CC and Lowertown goals and
missions. Fruitful discussion.
NEEDLE SCULPTURE DISCUSSION
Council member Clark brought the Council up to date on the needle sculpture issues, which
include Paducah Power concerns about safety, costs and the need for insulation, liability
issues as the sculpture is partly on Cappock property and party on city property. Much
discussion ensued. The takeaway is there is no city jurisdiction as we have no public art
ordinance and this makes the case for the need for one.

POTENTIAL MURALS ON TRAIN OVERPASS - DRY GROUND/JEFFERSON &
BROADWAY
Council member Ragland reported that Todd Tabor approached the Mayor about exploring
having murals on the train overpass. Council member Page indicated he has previously
explored this potential project and said the railroads were not responsive. Page will forward
to Ragland his correspondence from 2018 regarding this. There is a meeting July 26 at noon
at the Coke plant with Tabor which Page will try to attend. Ragland invited Council members.
CCC MAILING LIST
Council member Ragland reported that the Council purchased the Chamber’s mailing list. We
now have a base of 200-300 from the CSI event invites as a basis to form our own mailing list.
WASTELANDERS IN LEXINGTON
Council member Clark will be attending the opening of the Wastelanders Art Collective show
in Lexington. CCC paid for the printing of their event program.
AIRPORT RECEPTION
Building on the success of the CSI event, we’d like to explore a reception event at Barkley
Regional airport to showcase the new public art, hopefully with the artists in attendance.
Council member Drossos suggested using the CSI Evite list. Ragland will check with the
airport for potential dates. It was agreed that a date sooner than later would be most
beneficial. Drossos suggested that any event ticket proceeds go to Barkley Blue Skies
Alliance, a 501C3 whose purpose is to recruit an additional carrier. It was requested that
Council member Ragland email the fiscal accounting of the CSI event to Council member
Cochran for inclusion into the minutes.
GUY KEMPER LECTURE
Council member Ragland reported Guy Kemper may give a lecture at the PSAD
OTHER BUSINESS
-Council member Cochran reported that C & CC meetings will be held in Market House
Theatre’s Classroom B, adjacent to MHT’s Courtyard lobby.
-Council member Page updated the Council on the progress of the proposed UNESCO
choir program next summer and wondered how we can encourage the city to jumpstart the
process. PSO or Paducah Singers will be the agency who accepts the funding for the
project. It was suggested to approach both the City and the County fiscal court for fiscal
support. Additional potential sources of funding were also discussed.
-Council member Clark made the motion to appoint Cochran as the Council’s secretary.
Council member Drossos second, motion carried.
-Council member Drossos moved to adjourn the meeting at 6:14.
