National Police Week Proclamation
On behalf of Mayor George Bray, Mayor Pro Tem Sandra Wilson presented to Police Chief Brian Laird and members of the
Paducah Police Department a proclamation for National Police Week which is May 15 through May 21. This week honors the
service and sacrifice of all law enforcement personnel. In 1962, President John F. Kennedy signed a proclamation which
designated May 15 as Peace Officers Memorial Day and the week in which that date falls as Police Week. Chief Laird
mentioned the department's four fallen officers and the circumstances leading to their deaths. The officers and their dates of
death are as follows: Officer Cal Smith (1893), Officer James Phelps (1894), Officer William Romain (1917), and Officer
William H. Poore (1928).
Grants
The Board approved the following municipal orders related to grants:
• Application for a GameTime grant requesting $22,370 to purchase additional pieces of inclusive play equipment for
the Coleman Park playground.
• Application for a Department of Homeland Security Port Security Grant requesting $543,750 which if approved
would be used to purchase a fire boat to be used by the Paducah Fire Department to respond to water-based
emergency situations.
Boards and Commissions
• Appointment of Todd Birdsong to the Creative & Cultural Council
• Joint appointment of Charles Leon Owens to the Paducah -McCracken County Industrial Development Authority.
Establish an Energy Project Assessment District
The Board approved an ordinance establishing an Energy Project Assessment District (EPAD) for energy projects in Paducah.
Under KRS Sections 65.205 to 65.209 (the "EPAD Act', local governments can establish programs to advance the
conservation and efficient use of energy and water resources. The EPAD program is a tool that allows a commercial property
owner to repay a loan from a private financial institution through a voluntary assessment on their property tax bill. The loan
would be for eligible energy and water efficiency improvements. Advantages for the commercial property owner as compared
to a traditional bank loan include a longer repayment term, preserved credit lines, and no down payment.
Additional Meeting Information
• Members of the Paducah Civic Beautification Board presented awards to the Dogwood Trail and Children's Art
Contest winners. A list of winners can be found at https:/ /paducah . ov/dogwood-trail.
• Municipal Order approved accepting the proposal from Zones, LLC for new computer network switches and routers.
• Municipal Order approved accepting the donation of property at 1245 South 61h Street.
• Municipal Order approved authorizing the City Manager to issue a request for quotes for custodial services at seven
public restroom facilities managed by Paducah Parks & Recreation.
• Ordinance approved closing a 4356 square foot section of Monroe Street between 200 and 306 North 2nd Street.
• Ordinance approved accepting the maintenance responsibilities for certain streets from the Kentucky Transportation
Cabinet.
