The Paducah Creative & Cultural Council convened for a Council meeting on March 16, 2023, at 5:00
p.m. at 124 Market House Square. Upon a call of the roll, the following answered to their names: Cindy
Ragland, Ashlea McMillan, Chad Clark and April Cochran. Basil Drossos, Stephen Page, Nicholas
Hutchison and Morgan Walker were absent.
April Cochran took the minutes in the absence of a Council secretary.
APPROVAL OF MINUTES
Council Member Cochran offered the motion, seconded by Council Member Clark to approve the
Minutes for the February 16 meeting of the Creative & Cultural Council. All in favor.
BYLAWS OF THE CREATIVE AND CULTURAL COUNCIL
Council Member Clark made the motion to approve the updated C & CC bylaws as presented at our
February meeting. Council Member McMillan seconded. All in favor.
CREATIVE & CULTURAL COUNCIL STRATEGIC PLAN
Council Member McMillan made some grammatical and clarification observations to our Strategic Plan
as revised by Council Members Clark and Cochran. Council Member Cochran made the motion to adopt
the Strategic Plan as corrected by Council Member McMillan. Council Member McMillan seconded.
Motion carried. It is the intention of the Council to present this plan to the city management for their
review.
PUBLIC ART POLICY
Council Member Clark put together a proposed Public Art Policy for the Council to consider and make
recommendations. The Council should be prepared to discuss this document at our April meeting.
C & CC BUDGET PROPOSAL
The budget as worked on by Council members Clark and Ragland is a means to open a conversation and
will be sent to the Mayor.
CSI RECEPTION
Councilperson Ragland updated the Council on the proposed CSI reception. They will have 6 docents for
walk through to view the art from 5:30 - 7:30. There are 80 pieces of art. It was agreed to issue digital
invitations. The target audience will be the business and artist community. June 29 was proposed as a
potential date. Council member McMillan agreed to serve as resource for invitations. Proceeds from the
event could go to a Paducah Public Art program.
FLOWER SHOW UPDATE
We could do a call for artists on our website and on city site. The live artist component will be held indoors.
CREATIVE DIRECTORY WEBSITE
Estimates are being obtained from Socially Present.

Council Member Cochran offered motion, seconded by Council Member Clark, to adjourn the meeting.
