Overview & Recommendations
The 911 Communications Oversight Committee (hereinafter “Committee”) was formed by the
Memorandum of Understanding Regarding E-911 Partnership Formation between the City of
Paducah City Commission & McCracken County Fiscal Court dated August 9, 2021 (hereinafter
“MOU”). Said MOU charged the Committee with making recommendations to the Paducah City
Commission and McCracken County Fiscal Court regarding 911 upgrades, funding options, and
governance. The Committee was formed with the following members: Kevin Kauffeld
(Chairperson), Dr. Irvin Smith (Vice Chairperson), Jewel Jones, City Commissioner Carol Gault,
and County Commissioner Edwin Jones. The Committee began meeting on January 10, 2022.
The Committee voted to meet on the second and fourth Mondays of each month at 1:30 p.m. in
the Commission Chambers of City Hall. On November 28, 2022, the Committee effectively
completed its recommendations related to 911 upgrades, funding options and governance. At that
time, the Committee voted to suspend future meetings until such time as additional
recommendations would be needed. Below is a list of recommendations made by the Committee
from January 10 th to November 28th, 2022.

3-14-2022 Commissioner Carol Gault offered motion, seconded by
Commissioner Edwin Jones that the board make part of
their recommendation to the City Commission and Fiscal
Court that radios for special district fire departments be
included in the capital expenditure.

3-14-2022 Dr. Irvin Smith offered motion, seconded by Chairperson
Kevin Kauffeld that the committee recommend to the Fiscal
Court and City Commission to proceed with an RFP process
for a 6-tower system.

4-25-2022 Mr. Jewel Jones offered motion, seconded by Dr. Irvin
Smith that Commissio ner Carol Gault make request to the
City of Paducah and that Commissioner Edwin Jones make
request to the McCracken County Fiscal Court to split the
cost of engaging Federal Engineering for professional
services related to the RFP process.

6-21-2022 Commissioner Gault offered motion, seconded by Mr.
Jewel Jones to take the financial assumptions (County Wide
Real Estate Parcels, County Wide Paducah Water Works
Meters, Paducah City Water Meters and McCracken
County Parcels) plus the additional one requested by Edwin
Jones (Real Estate Owners Pay for Capital Improvements
and Water meters charged for Operational Costs) and take
them to legal for review then bring back to this committee
before a formal recommendation is made to the City
Commission and Fiscal Court.

8-22-2022 Chairperson Kauffeld offered motion, seconded by Mr.
Jewel Jones that the draft RFP be sent to City Clerk Parish
who will then send to City Manager Daron Jordan and
Deputy Judge Executive Steve Doolittle for review which
will include putting together a working group to review
specifications.

10-24-2022 Chairperson Kauffeld offered motion, seconded by Mr.
Jewel Jones that the Committee formally recommends that
once the RFP material is received from Federal
Engineering, the City, in collaboration with county, will
move forward to prepare the bid package for release.

10-24-2022 Mr. Jewel Jones offered motion, seconded by Dr. Irvin
Smith that the Committee formally recommends that the
Paducah City Commission and McCracken County Fiscal
Court utilize the Hybrid Model as provided by Stacey
Blankenship in the memorandum dated September 22,
2022.

11-14-2022 Commissioner Gault offered motion, seconded by Mr.
Jewel Jones, that Commissioner Edwin Jones create and
distribute a letter outlining his idea for $2 utility charges
across electric, landline, cell phone and water meters and to
also include his proposal for a City/County annexation
agreement in his letter to the Committee.

11-28-2022 Chairperson Kauffeld offered motion, seconded by Dr. Irvin
Smith that the Committee recommend that the City
Commission and Fiscal Court utilize the water meter option
as a funding source for 911.

11-28-2022 Commissioner Gault offered motion, seconded by
Chairperson Kevin Kauffeld, to suspend and cancel all
future meetings of the 911 Communications Oversight
Committee until such time as the committee would need to
reconvene to make additional recommendations.

The 911 Communications Oversight Committee was disbanded by formal actions of the Paducah
City Commission on January 24, 2023, and the McCracken County Fiscal Court on January 23,
2023.
