At a Regular Meeting of the 911 Communications Oversight Committee on Tuesday, November
28, 2022, at 1:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street
the following Committee members were present: Commissioner Carol Gault , Mr. Jewel Jones,
Dr. Irvin Smith, and Kevin Kauffeld. Kevin Kauffeld presided as Chairperson. Commissioner
Eddie Jones was absent.
City Clerk Lindsay Parish took the minutes of the meeting.
MINUTES
Mr. Jewel Jones offered motion, seconded by Dr. Irvin Smith, to adopt the minutes for
November 14, 2022. All in favor.
OTHER 911 DISCUSSION
Chairperson Kauffeld asked if the Committee had accomplished what it set out to do .
The Committee agreed that they had done what was required in the Memorandum of
Understanding that created the Committee.
Commissioner Gault made note that the McCracken County Fiscal Court wanted additional time
to review the Request for Proposals and asked Deputy Judge Executive Steve Doolittle to speak
to that topic. Deputy Judge Executive Doolittle has shared the prior RFP draft with the Judge
Executive and Fiscal Court Commissioners. The Fiscal Court feels strongly that it is their dut y to
examine the document carefully. Judge Executive Clymer had indicated that he would like some
additional questions answered by the Federal Engineering Consultant and that meeting would be
set within the coming weeks. He remarked that he did not believe the County review would take
more than 2 weeks.
City Manager Daron Jordan thanked the Committee for their time and dedication. Technical
documents have been received from the Federal Engineering Consu ltant. Once proposals are
returned, Federal Engineering will assist with contract negotiations. Ultimately the governing
bodies of the City and the County will make the vendor selection.
Commissioner Gault said that Commissioner Eddie Jones asked her to reiterate his comments
from the la st meeting related to annexation, however Commissioner Gault does not feel that
these Committee meetings is the appropriate place for that discussion.
FUNDING DISCUSSION
Finance Director Jonathan Perkins reviewed the spreadsheets that had previously been submitted
to the Committee.
Chairperson Kevin Kauffeld offered motion, seconded by Dr. Irvin Smith that the Committee
recommend the water meter option to the City and County as the recommended funding
source. All in favor.
OTHER 911 DISCUSSION
Mayor George Bray noted that the original intention of the Committee was to provide
recommendations and guidance to the City and County. He expressed his desire to keep the
911 COMMUNICATIONS OVERSIGHT COMMITTEE November 28, 2022
Committee intact but go into recess until the City and County need their guidance and
perspective again.
Commissioner Gault offered motion, seconded by Kevin Kauffeld to suspend and cancel all
future meetings until such time as the committee would need to reconvene. All in favor.
ADJOURN
Mr. Jewel Jones offered motion, seconded by Dr. Irvin Smith, to adjourn the meeting. All in
favor.

Note: The 911 Communications Oversight Committee was disbanded by formal actions of the
Paducah City Commission on January 24, 2023, and the McCracken County Fiscal Court on
January 23, 2023.
