At a Special Called Meeting of the Paducah Board of Commissioners held on Tuesday,
January 10, 2023, at 5:00 p.m., in Crounse Hall, Room 101, West Kentucky Community and
Technical College located at 4810 Alben Barkley Drive. Mayor George Bray presided. Upon call of
the roll by the City Clerk, Lindsay Parish, the following answered to their names: Commissioners
Guess, Henderson, Smith, Wilson and Mayor Bray (5).
INVOCATION
Commissioner Wilson led the invocation.
PLEDGE OF ALLEGIANCE
Eagle Scout Matthew King led the pledge.
WELCOME
West Kentucky Community & Technical College President Dr. Anton Reece welcomed the
Commission to the WKCTC Campus to hold their meeting at Crounse Hall.
PRESENTATIONS
Communications Manager Pam Spencer offered the following summaries:
Annual Audit Presentation
"Finance Director Jonathan Perkins and David Hampton of Kemper CPA Group,
LLP provided an overview of the City's Annual Comprehensive Financial Report
which includes the City audit. The audit is required by State law; however, the
Report is a voluntary document that the City prepares to provide additional
information and transparency to the public. The report is for the fiscal year that
ended June 30, 2022. The audit states that there are no findings of deficiencies
related to the financial statements. Paducah is one of the few cities in Kentucky that
prepares a Report. For 31 consecutive years, Paducah has been awarded the
Certificate of Achievement for Excellence in Financial Reporting from the
Government Finance Officers Association of the United States and Canada
(GFOA). The entire Report and previous audits dating back to 2001 can be found on
the City's website."
Junior Duke of Paducah
"Mayor George Bray recognized Matthew King with a Junior Duke of Paducah
award for achieving the rank of Eagle Scout. Matthew is a sophomore at McCracken
County High School."

APPOINTMENT OF COMMISSIONER SANDRA WILSON AS MAYOR PRO TEM
Commissioner Henderson offered Motion, seconded by Commissioner Guess, that Commissioner
Sandra Wilson be nominated and elected Mayor Pro -Tem of the City of Paducah to serve in this
capacity until the expiration of her present term as City Commissioner.

ORDINANCE ADOPTIONS
AMEND FY 23 CITY BUDGET TO INCREASE REVENUES AND EXPENDITURES FOR
THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND BY $1 MILLION
Commissioner Smith offered Motion, seconded by Commissioner Wilson, that the Board of
Commissioners adopt an Ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO.
2022-06-8740, ENTITLED, "AN ORDINANCE ADOPTING THE CITY OF PADUCAH,
KENTUCKY, ANNUAL OPERATING BUDGET FOR THE FISCAL YEAR JULY 1, 2022,
THROUGH JUNE 30, 2023, BY ESTIMATING REVENUES AND RESOURCES AND
APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT." This
Ordinance is summarized as follows: That the annual budget for the fiscal year beginning July 1,
2022, and ending June 30, 2023, as adopted by Ordinance No. 2022-06-8740, be amended by the
following re -appropriations:
• Increase revenues and expenditures for the CDBG Fund by $1,000,000

APPROVE A TELECOMMUNICATIONS FRANCHISE AGREEMENT WITH QUAD
STATE INTERNET, LLC.
Commissioner Wilson offered Motion, seconded by Commissioner Smith, that the Board of
Commissioners adopt an Ordinance entitled, "AN ORDINANCE GRANTING A NON-
EXCLUSIVE FRANCHISE FOR A TERM OF TEN (10) YEARS FOR A
TELECOMMUNICATIONS SYSTEM WITHIN THE CONFINES OF THE CITY OF
PADUCAH, KENTUCKY TO QUAD STATE INTERNET, PURSUANT TO THE TERMS AND
PROVISIONS OF CHAPTER 108 "TELECOMMUNICATIONS" OF THE CODE OF
ORDINANCES, AND APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE THE
_ FRANCHISE AGREEMENT WITH QUAD STATE INTERNET AND ALL OTHER
DOCUMENTS RELATED TO SAME." This Ordinance is summarized as follows: This
Ordinance formally accepts the bid of Quad State Internet, LLC of November 11, 2022. Further,
this Ordinance grants a ten (10) year, non-exclusive telecommunications franchise to Quad State
Internet, LLC, pursuant to Chapter 108 "Telecommunications" of the Code of Ordinances of the
City of Paducah.
Preston Ursini and Eli Ursini made comments regarding the approval of the Franchise Agreement
with Quad State. Eli remarked that his dad had worked really hard on this.

ORDINANCE INTRODUCTIONS
AMEND CODE OF ORDINANCES SECTION 2-145 RELATED TO PUBLIC COMMENTS
Commissioner Guess offered Motion, seconded by Commissioner Henderson, that the Board of
Commissioners introduce an Ordinance entitled, "AN ORDINANCE AMENDING CHAPTER 2,
SECTION 2-145 "ORDER OF BUSINESS; NAMES OF MEMBERS PRESENT TO BE NOTED;
HEARING OF SPECTATORS" OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY." This Ordinance is summarized as follows: This Ordinance amends
Chapter 2, Section 2-145 to clarify when the public is allowed to make comments at a City
Commission meeting and setting forth the provisions under which such public comments are
allowed.
AMEND SECTION 2-315 FIREFIGHTER TRAINING AND QUALIFICATIONS;
APPOINTEE PROBATIONARY PERIOD
Commissioner Henderson offered Motion, seconded by Commissioner Guess, that the Board of
Commissioners introduce an Ordinance entitled, ""AN ORDINANCE AMENDING CHAPTER 2,
SECTION 2-315 "FIREFIGHTER TRAINING AND QUALIFICATIONS; APPOINTEE
PROBATIONARY PERIOD" OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY." This Ordinance is summarized as follows: This Ordinance amends
January 10, 2023
Section 2-315(c) to extend the initial training period for Fire Department appointees from a
maximum of twenty (20) weeks to a maximum of thirty-two (32) weeks.
CITY MANAGER
Reminded the public that the City of Paducah will observe the Martin Luther King, Jr., holiday on
Monday. City Hall will be closed and with the exception of Fire and Police, there will be no city
services.
BOARD OF COMMISSIONERS
Commissioner Smith - Stated that he was glad to be back on the Commission.
AUDIENCE
Randall Knight commented on the Amendment of Code 2-145 allowing public comments on any
subject matter.
EXECUTIVE SESSION
Commissioner Smith offered motion, seconded by Commissioner Wilson, that the Board go into
closed session for discussion of matters pertaining to the following topic:
• Issues which might lead to the discipline or dismissal of a member, i.e., Commissioner,
as permitted by KRS 61.810(1)(f).

Commissioner Guess left the meeting at 5:47 p.m.
RECONVENE IN OPEN SESSION
Commissioner Henderson offered motion, seconded by Commissioner Smith, that the Paducah
Board of Commissioners reconvene in open session.
