At a Regular Meeting of the 911 Communications Oversight Committee on Monday, August 22,
2022, at 1:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street the
following Committee members were present: Commissioner Carol Gault, Commissioner Eddie
Jones, Jewel Jones, and Dr. Irvin Smith and Kevin Kauffeld. Kevin Kauffeld presided as
Chairperson.
City Clerk Lindsay Parish took the minutes of the meeting.
APPROVE MINUTES
Jewel Jones offered motion, seconded by Carol Gault to adopt the Minutes of July 25, 2022.
All in favor.
UPDATE ON RFP PROCESS & TIMELINE
Chairperson Kauffeld asked Police Chief Brian Laird to provide an update. Police Chief Laird
relayed to the Committee that he heard from Federal Engineering and development of the RFP is
complete. They must do a quality review before they send it for review and that quality review is
50% complete. Federal Engineering expects that the RFP will be sent this week.
Chairperson Kauffeld relayed that he had spoken with Travis LePage with Federal Engineering
before this meeting. He was informed that the draft RFP will come as a protected document
under State procurement guidelines. As such, the document does not to be released to a wide
group of stakeholders. Chair Kauffeld’s recommendation is that the RFP draft be sent to City
Clerk Lindsay Parish to send to Deputy Judge Executive Steve Doolittle and City Manager
Daron Jordan. The Deputy Judge Executive and City Manager would then disseminate the
document to a small group to review.
Commissioner Eddie Jones asked that all County Commissioners be provided a copy.
Chair Kauffeld relayed City Manager Jordan and Deputy Judge Executive Doolittle will be able
to give some insight on who needs to review it from the City and County in order to provide
feedback. Additionally, once the RFP is released, Federal Engineering will come on site in
Paducah to host a pre-bid conference.
Chairperson Kauffeld offered motion, seconded by Jewel Jones that the draft RFP be sent to
City Clerk Parish who will then send to City Manager Daron Jordan and Deputy Judge
Executive Steve Doolittle for review which will include putting together a working group to
review specifications.

OTHER 911 DISCUSSION
Commissioner Eddie Jones asked for 5 years of data related to call volume differences between
the City and the County. Chief Laird will compile that information and send to Clerk Parish to
disperse to the Committee.
Chairperson Kauffeld called on Judge Executive Clymer to make comments. Judge Executive
Clymer asked if Federal Engineering was still waiting for data on the number of radios needed
for Kevil Fire Department.

Chief Laird responded that a portion of Kevil Fire is covered under West McCracken and they
were included in the Federal Engineering report that was refreshed.
Judge Clymer also asked if school resource officers in the City and County would have upgraded
radios. Chair Kauffeld responded that the number is included in the report, but that the
Committee has not made a recommendation on that yet. Ultimately these decisions will be up to
the City and the County.
Judge Clymer commented that local schools might be considered as a partner when discussing
funding.
Chief Laird commented that City schools are still on 800 MHz and he believes that McCracken
County High School is operated off of the county tower which is also 800 MHz.
