CALL TO ORDER G3CC�G��CD OCT 21 2022 CITY CLERK The Board of Commissioners of the Housing Authority of Paducah met for its regular monthly meeting on September 15, 2022 at 4:00 p.m. (Central Time) at the Harvey Riley Center for Education, 2304 Ohio Street, Paducah, Kentucky. The meeting was held in accordance with the Kentucky Open Meetings Act. ROLL CALL Commissioner Nunn (who presided over the meeting in the absence of Chairman Narozniak) called the meeting to order at 4:03 p.m. Upon roll call, those answering present were: Chairman Narozniak Absent Commissioner Nunn X Commissioner Parker Absent Commissioner Henderson X Commissioner Vontesmar X ESTABLISH QUORUM Commissioner Nunn declared a quorum to be present. She then called the meeting to order and welcomed all of the attendees present. Attendees: Tommy Hollimon, Jr. (Executive Director) Crystal Rothrock (Director of Property Management) LaToya Burton (HR Director/Executive Assistant) Jeff Concentine (Maintenance) Donna Bennett (Property Manager) Wanda Johnston (HAP Employee) Jackie M. "Jay" Matheny, Jr. (Legal Counsel for HAP) Carson Mourad (Associate with Denton Law Firm, PLLC) John Shad le (Past Chairman/Member of HAP Board) 4. APPROVAL OF CONSENT AGENDA 4.1 BOARD MINUTES for regular meeting of August 18, 2022 4.2 FINANCIALS for August 2022 Following a general discussion board minutes from the August 18, 2022 board Meeting and financials for August 2022, Commissioner Henderson made a motion to approve the consent agenda. Following a second on the motion to approve the consent agenda by Commissioner Nunn, a vote to approve the consent Pagel of 3 agenda was taken. Upon roll call, those answering "Aye" were Commissioner Nunn, Commissioner Henderson, and Commissioner Vontesmar. "Nays" none. Commissioner Nunn declared the motion to be carried. 5. PROPERTY MANAGEMENT REPORT 5.1 Occupancy and Waiting List Report from August 2022 Director of Property Management Crystal Rothrock provided the property management board report forthe period of August 1, 2022 through August 31, 2022. For this period of time, there were 137 total applications taken (including 76 online and 61 in person), 3 apartments rented, 16 apartments vacated, and 790 applicants on the waiting list. Also, of note for this time period, there were 123 units vacant. Ms. Rothrock further noted that the Housing Authority would be taking applications through September 30, 2022 and that the Housing Authority would not be taking applications for a limited period of time afterthat. During that period of time, the waitlist process will be revamped, the application list will be regenerated, and the waitlist will be purged. Commissioner Nunn asked if she could be involved in evaluating unit turnover and availability. 6. ITEMS OF INTEREST/EXECUTIVE DIRECTOR'S REPORT Executive Director Hollimon advised the board that the Housing Authority of Paducah finally received approval to paint the Sixth Street Property. LaToya Burton, HR Director/Executive Assistant, spoke about Project United and repairs made at the Housing Authority by Project United volunteers, especially with regard to turning units over to re -let by the end of November. Donna Bennett was recognized forher seventeen (17) years of service as an employee of the Housing Authority. Additionally, WandaJohnston was recognized for her service as an employee of the Housing Authority over the past eighteen (18) years. Executive Director Hollimon spoke about the WPSD news store regarding the closure of the waitlist for housing at the Housing Authority. Executive Director Hollimon also spoke about the app that is currently in development for tenants of the Housing Authority of Paducah, gave an overview of the app, and thanked the sponsors of the new app, including Paducah Bank and Denton Law Firm. Executive Director Hollimon was hopeful that the app would go live by October 1, 2022. Executive Director Hollimon also announced that twenty-two (22) units were ready to rent and that seven (7) units had already been rented. Finally, Executive Director Hollimon discussed Housing Authority Community Day, which is scheduled for Friday, September 30, 2022 from 11-2 p.m. Page 2 of 3 There will be no regularly scheduled board meeting forOctober2022. 7. ACTION ITEMS No action items, 8. Recognition of John Shadle, Past Chairman of the Board Executive Director Hollimon recognized John Shadle forhis time on the Board of Commissioners for the 14ousing Authority of Paducah and for his service as Chairman of the Board of Commissioners for the Housing Authority of Paducah. Mr. Shadle was presented with a plaque recognizing his service and with his nameplate from his time on the board. ). OPEN DISCUSSION There were no further points of d iscussion. 10. ADJOURN There being no furtherbusiness, Commissioner Nunn called fora motion to adjourn. Upon motion to adjourn made by Commissioner Henderson and seconded by Commissioner Vontesmar, a vote to approve the motion to adjourn was taken. Upon roll call, those answering "Aye" were Commissioner Nunn, Commissioner Henderson, and Commissioner Vontesmar. "Nays" none.
