CODE ENFORCEMENT BOARD MEETING
MINUTES
MARCH 14, 2022
The Code Enforcement Board Meeting was held on Monday, March 14th, 2022 at 4:00 p.m. in
City Hall. In attendance were Beverly McKinley, Melinda Winchester, Tim Meadows, Allan
Rhodes, James Loe III, David Dirks, David Jones, Steve Utz, Matt Willett, Officer Josh Bryant
(Police Dept. for safety), Greg Cherry and Janet Dicke.
Absent: Ines Hutchins
This meeting was called to Order by Allan Rhodes.
Introduced Tim Meadows to the Board — our newest Board Member.
The Minutes were read and unanimously approved by the Board.
Properties Discussed:
1. 1320 and 1322 N 14th St — James Loe III
Mr. Loe has until April 1s`, 2022 to cleanup the yard, remove vehicles that are not road
operable, not licensed and not registered. If not, the City will send a contractor to
cleanup the yard and remove the vehicles.
1320 and 1322 N 14th Street houses, if Mr. Loe will come in and obtain a Building and
Electrical permit within 60 days from the date of the letter March 17, 2022, the fines of
$4,760.00 will be waived. If the work is not complete the fines will be reinstated.
Sharon Poat's name and phone number was given to Mr. Loe. She is a part of Paducah
Alliance of Neighbors. They help individuals repair the houses.
Please note: Mr. Loe's parting words for the Board Members "Call me in here again and
you'll get more."
Officer Josh Bryant was asked to join us for safety purposes. No action or response was
taken.
2. 2740 Ohio St— Joseph Wheeler
Discussion of Ohio Street it was decided to open a new case for code enforcement and for
abandoned vehicles and follow the process thru.
2003 Jefferson St — Jim and Kathy Keeney
Remove vehicles and cite the ordinance. The following day Jim Keeney called the Fire
Prevention office. He stated that he had erroneously missed the CE Board meeting, as he
had the wrong date in his mind for the meeting.
He stated that now that the weather had warmed up he planned to get back on the house
repairs. I requested that he send a list of the items that he was going to work on and a
schedule that he anticipated completion for each item. He said that the electrical items
that Vaughn identified were on the list. He would add cleaning up the garage/carport and
most of it just needed to be disposed of. He said that he would have his wife Kathy
arrange to get the inoperable vehicle(s) removed. He said that he will send us through
email or USPS the list and schedule. He said that he will update us with the progress on
the items.
4. 1510 N 10a` St. — Bryan McElroy
Mr. McElroy removed some rubbish but not all of it. The contractor had to abate the rest
of it. Total abatement fee $2,598.00. After the cleanup Mr. McElroy brought in more
rubbish. Social Services conducted a welfare check on the owner of the property Betty
McElroy the mother of Bryan McElroy. She was alert and responsive. There was a
discussion on how to proceed further.
