At a Regular Meeting of the 911 Communications Oversight Committee on Monday, April 25,
2022, at 1:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street.
The following Committee members were present: Dr. Irvin Smith, Carol Gault, Jewel Jones,
Eddie Jones, and Kevin Kauffeld (5). Chairperson Kevin Kauffeld presided.
Also present were Police Chief Brian Laird; Fire Chief Steve Kyle; Communications Manager
Pam Spencer; Finance Director Jon Perkins; and City Clerk Lindsay Parish.
City Clerk Lindsay Parish took the minutes of the meeting.
APPROVE MINUTES
Eddie Jones offered motion, seconded by Jewel Jones to approve minutes for March 28, 2022.
All in favor.
POTENTIAL FUNDING UPDATES
Funding Discussion
Commissioner Eddie Jones briefed the Committee on information related to Airport funding and
the potential for said funding to be utilized for 911 purposes.
Commissioner Carol Gault commented on how important it is for the Committee to find a
funding solution. Since 911 is ultimately a City of Paducah responsibility, failing to find a
funding source for 911 could create serious problems and force the City to reconsider other joint
funding projects.
Kevin Kauffeld reported that he had started a conversation with Paducah Water. Water meters
lines range from 5/8 inch for residences up to 6 inches for hospitals, schools and apartments. The
Committee needs to understand the legality of charging different fees based on the size of the
water line. He will reach out to Stacey Blankenship to research the legality.
Stacey Blankenship is also working on a question related to fees associated with parcels.
Additional information should be ready for the next regular meeting of the Committee.
Kentucky State Police Discussion
The committee discussed the benefits and disadvantages of working with the Kentucky State
Police (KSP). The McCracken County Fiscal Court asked Commissioner Eddie Jones to request
that the 911 Communications Oversight Committee look into the possibility of working with the
Kentucky State Police for potential benefits.
Police Chief Brian Laird discussed that by going with KSP we as a City and County would be
relying heavily on the State for our 911 system. Additionally, there would be limited cost savings
by partnering with KSP, since the City and County would still be responsible for many upgrades.
There are still a lot of unknowns related to the KSP system since they are not building it for the
City and County’s needs. It is unclear whether there would be a cost savings by going with KSP
since towers would still need to be built to make the system function in McCracken County.
Partnering with KSP would mean being allowed to use a portion of their infrastructure for a fee.

Their project is at approximately the same point that the City and County is with the 911
upgrade, so there are still a lot of unanswered questions.
Request For Proposals Discussion
The Committee agreed that the best way to understand the costs and benefits of going with a
company or KSP for the needed upgrade, is to put this project out in a Request for Proposals
(RFP). Federal Engineering believes there would be at least 3 responses to an RFP process and
KSP could also respond with a proposal.
The Committee asked Police Chief Brian Laird to request a price quote from Federal
Engineering for consulting services related to the RFP process. Chief Laird estimates it would be
approximately $50,000 to $60,000 for the professional consulting work, which would include
RFP preparation, proposal evaluation, and contract negotiations.
Chief Laird gave the committee an overview of how the RFP process would look. Federal
Engineering would start by writing a draft RFP that would be reviewed for edits. Once the RFP
is sent out, typically at least 1 month is given for vendors to respond. Federal Engineering would
assist with evaluating the proposals and contract negotiations. Proposals would have a time limit,
so action would have to be taken before the proposals expired.
It is the hope of the Committee that KSP would present a proposal as part of the RFP process.
They could do so with Motorola.
Mr. Jewel Jones offered motion, seconded by Dr. Irvin Smith that Commissioner Carol Gault
make request to the City of Paducah and that Commissioner Eddie Jones make request to the
McCracken County Fiscal Court to split the cost of engaging Federal Engineering for
professional services related to the RFP process. All in favor.
Police Chief Laird will reach out to Federal Engineering for a quote. The quote will be sent to
City Clerk Parish to be sent out to the whole Committee.
