At a Regular Meeting of the 911 Communications Oversight Committee on Monday, March 14, 2022, at
1:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street. The following
Committee members were present: Dr. Irvin Smith, Carol Gault, Jewel Jones, Eddie Jones and Kevin
Kauffeld (5). Chairperson Kevin Kauffeld presided.
Also present were Police Chief Brian Laird; Fire Chief Steve Kyle; Finance Director Jon Perkins; and
Communications Manager Pam Spencer.
City Clerk Lindsay Parish took the minutes of the meeting.
APPROVE MINUTES
Commissioner Eddie Jones offered motion, seconded by Mr. Jewel Jones to approve minutes for
February 28, 2022. All in favor.
REVIEW MOU & INFORMATION GATHERED BY COMMITTEE MEMBERS
Chairperson Kevin Kauffeld lead the Committee through a review of the Memorandum of
Understanding which formed the 911 Communications Oversight Committee.
Funding
The Committee agreed that of the things that the Committee has been charged with, the funding
is the most critical. Commissioner Gault will have Stacey Blankenship present at the next
meeting of the Committee on all potential funding vehicles (water meters, parcels, etc.) and the
pros and cons of each.
Commissioner Eddie Jones provided a copy of the Marshall County Ordinance which provides
for funding by charging $7 per electric meter. The Ordinance is currently in litigation.
Commissioner Eddie Jones commented that he liked Section 4 of the Marshall County Ordinance
related to a due process route.
Upgrades for Special Fire Districts
The Committee discussed whether all entities should be brought up to a 800 MHz system and
whether that cost should be included in the capital expenditure. The Committee discussed the
needs of the Special District Fire Departments and Mercy Health. The Committee concluded that
it is not necessary for Mercy Health to be included or on an 800 MHz system.
Commissioner Carol Gault offered motion, seconded by Commissioner Eddie Jones that the
board make part of their recommendation to the City Commission and Fiscal Court that radios
for special district fire departments be included in the capital expenditure.
All in favor.
Timeline
Chairperson Kauffeld made a comment about the February 1st deadline contained in the MOU.
The Committee will continue to work as quickly as possible toward recommendations for the
McCracken County Fiscal Court and Paducah City Commission.

RFP Process
The Committee discussed moving forward with an RFP process.
Police Chief Brian Laird will request a quote from Federal Engineering for assistance with the
RFP process. Once an RFP is issued, there will likely be about 2 months before bids would be
back for review.
Dr. Irvin Smith offered motion, seconded by Chairperson Kevin Kauffeld that the committee
recommend to the Fiscal Court and City Commission to proceed with an RFP process for a 6-
tower system. All in Favor.
OTHER 911 DISCUSSION
Kentucky State Police Model Discussion
The Committee discussed having the Kentucky State Police come to a future meeting to talk
about a potential partnership. The Committee agreed that it would be good to have someone
come at a future meeting, but not the meeting on March 28th
ADJOURN
Mr. Jewel Jones offered motion, seconded by Dr. Irvin Smith to adjourn the meeting. All in favor.
