ORDINANCE NO. 2003-6-6651
AN ORDINANCE AMENDING SEC. 126-79, "MANUFACTURED
HOMES AND MOBILE HOMES," OF CH. 126. "ZONING" OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That Sec. 126-79, "Manufactured Homes and Mobile
Homes," of Ch. 126, "Zoning", of the Code of Ordinances of the City of Paducah, Kentucky,
is hereby amended to read as follows:
"Sec. 126-79. Manufactured homes and mobile homes.
Manufactured and mobile homes are permitted in R-2, R-3 and R-4 districts for
single family residential purposes with the following provisions which shall be made prior to
occupancy (except as noted herein):
(1) Manufactured and mobile homes must be a "Qualified manufactured home" that meets
the following criteria:
(a) Is manufactured on or after July 15, 2002.
(b) Is affixed to a permanent foundation and is connected to the appropriate facilities
and is installed in compliance with KRS 227.570. "Permanent foundation"
means a system of supports that is:
(1) Capable of transferring, without failure, into soil or bedrock, the
maximum design load imposed by upon the structure.
(2) Constructed of concrete with continuous masonry skirting/screening
system.
(3) Placed at a depth below gide adequate to prevent frost damage.
(c) Has a width of at least twenty (20) feet at its smallest width measurement.
(d) The structure must be oriented on the lot or parcel so that its main entrance door

(e) Is not located in a manufactured home land -lease community. Manufactured
homes in a land -lease communis shall comply with Section 126-69.

(2) Compatibilily Standards. In order for mobile homes and manufactured homes to be
compatible with its surroundings the following criteria must be met.
(a) The home must be compatible, in terms of style, materials and assessed value,
with the majority of existinghousing located with a one-eighth (1/8) mile or less
radius from the proposed location Examples of "compatible" include but are
not limited to the following:
(1) The minimum square footage of the principal structure shall equal the
smallest size of any home located within the one-eighth (1/8) mile radius.
(2) The roof pitch and materials.
(3) Number of stories including half stories.
(4) Type of siding,. (brick, stucco, vin l
(5) Window size, style, and configuration.
(6) Screening/skirting_ system.
(b) Documentation of compatibility shall be submitted to the Department of
Inspection with the Building Permit Application. The Zoning Administrator shall
make the final compatibility determination.

inches of rise over 12 inches of run, covered with shingles (wood, asphalt or

metal, corrugated fiberglass, or rolled roofing materials are not be allowed in
retrofitted structures. Deck and pre -manufactured carport roofs are exempt.
(5b) The structure shall be sided with wood, aluminum, or vinyl insofar as it has a
shingled or horizontal clapboard appearance; or brick; or stucco.

(7� A minimum of two off-street parking spaces. Design shall be per section 126-71.
Improvements must be made within six months of occupancy.
SECTION 2. That if any section, paragraph or provision of this Ordinance
shall be found to be inoperative, ineffective or invalid for any cause, the deficiency or
invalidity of such section, paragraph or provision shall not affect any other section,
paragraph or provision hereof, it being the purpose and intent of this Ordinance to make
each and every section, paragraph, an provision hereof separable from all other sections,
paragraphs and provisions.
SECTION 3. This ordinance shall be read on two separate days and will
become effective upon summary publication pursuant to JKRS Chapter 424.
